김동연 전 경제부총리(65)가 더불어민주당의 6·1 지방선거 경기도지사 후보로 출사표를 던지고 본격적인 선거운동에 나섰다. 전국지역신문협회 경기도협의회 기자단이 지난 5월 13일 더불어민주당 경기도당 회의실에서 김동연 더불어민주당 경기도지사 후보를 공동 인터뷰했다. <편집자>

 

김동연 후보는 “윤석열 정부가 출범했는데, 지금의 인수위와 당선인의 행보를 보면 불통과 불공정, 기득권에 둘러쌓인 윤 정부의 독단, 독선, 독주는 결국 국민들에게 큰 피해를 줄 것이 자명하기 때문에 저 김동연이 윤석열 정부의 폭주로부터 경기도민의 삶과 미래를 지켜내는 든든한 방파제가 되겠다”고 했다.

 

또한 “경기도는 대한민국의 중심으로, 대한민국 인구의 1/4이 거주하고, 지역내총생산이 서울을 추월한지 오래됐다. 도시와 농촌, 접경지역, 자연보전지역과 인구밀집지역, 첨단산업과 전통산업, 대기업과 중소기업이 공존하는 ‘작은 대한민국’이기도 하다”면서, “경기도가 시작한 정책들은 대한민국의 표준이 되었고 경기도에서 만든 변화가 대한민국의 변화를 만들기에 경기도를 명실상부한 대한민국의 중심으로 우뚝 세우겠으며 경기도민의 자존심을 지키고, 자부심을 더욱 높이겠다”고 말했다.

 

김 후보는 진보와 보수 정권을 모두 경험한 경제 관료 출신이다. 노무현 정부 때에는 ‘비전 2030’ 보고서 작성을 주도했고, 이명박 정부에서는 청와대 경제금융비서관과 기획재정부 2차관을, 박근혜 정부에서는 장관급인 국무조정실장을 역임했다. 문재인정부 초대 경제부총리를 지냈다.

 

지난 대선에서는 새로운물결 당을 세우고 대선 후보로 나섰지만 선거 막판 이재명 전 지사 지지를 선언하면서 중도사퇴했다. 새로운물결은 지난 4월 15일 민주당과 공식 합당했다.

 

김 후보는 50년 전 청계천 무허가 판잣집 살다 철거되면서 광주대단지(성남시 단대동)으로 이주한 대표적 흙수저 출신이다. 여섯 가족이 천막을 치고 살며 17세부터 노동현장에 뛰어들었고, 서울에 있는 고등학교에 통학하기 위해 콩나물시루 같은 버스를 갈아타고 두 시간을 가야 했다. 상고를 졸업하고 은행에 취직 후 서울에 혼자 독신자숙소에서 지내는 힘든 시간을 보내면서 경기도민에게 주거, 교통, 일자리가 얼마나 소중한지 몸으로 알게 됐다고 한다.

김 후보는 경기도민께 드리는 약속이라며 “집 걱정 없는 경기도, 30분대 출·퇴근 교통혁명, 민생경제회복을 책임지겠다”며 주요 공약을 발표했다.

 

주요 공약 - ‘1·3·5 부동산 전략’, ‘30분대 출·퇴근 교통혁명’, ‘민생경제회복 프로젝트’

 

첫째, ‘1·3·5 부동산 전략’으로 집 걱정 없는 경기도를 만들겠다.

 

분당, 산본, 일산, 중동, 평촌 등 1기 신도시의 주택 노후화가 심각한데, 공공주도 재건축·리모델링을 통해서, 또 특별법 제정을 통해서 주민들께서 쾌적하게 지내실 수 있도록 하겠다.

 

3기 신도시는 일자리와 주거, 교육, 의료 등을 연계한 자족도시로 만들어 삶의 질을 높이겠다.

 

특히, 청년과 신혼부부들이 보다 쉽게 내 집 마련의 꿈을 이룰 수 있도록 지원하겠으며, 경기도형 일자리연계지원주택을 공급해 ‘직주근접의 청년도시’를 만들겠다.

 

시세의 50% 가격대로 품질 좋은 기본주택을 공급하고, 다양한 수요에 대응하는 맞춤형 주택 공급으로 누구나 살기 좋은 주거공간을 제공함은 물론 낙후된 구도심은 재개발 활성화로 도시 활력을 회복시키겠다.

 

둘째, ‘30분대 출·퇴근 교통혁명’으로 도민 여러분께 매일 1시간의 여유를 돌려드리겠다.

 

지하철보다 3배 빠른 GTX로 30분대 출·퇴근 시대를 열겠다. 집 앞에서 직장까지 매일 1시간을 단축해 행복상실비용은 대폭 축소하고, 행복지수는 크게 높이겠다.

 

우리 동네에 필요한 광역철도와 광역버스를 유치하고, 환승교통수단은 더욱 다양화하고, 심각한 주차난을 겪고 있는 동네에는 복합주차장을 만들어 주차 문제로 이웃과 얼굴 붉히는 일 없도록 하겠다.

 

앞으로는 경기도민이 새벽출근 하지 않고 막차 걱정하지 않는 교통행복시대에 살도록 하겠다.

셋째, ‘민생경제회복 프로젝트’로 ‘포스트 코로나’를 앞당기겠다.

 

도민의 선택을 받는다면 도지사 취임후 제1호 명령으로 ‘민생경제TF단’을 설치하고 민생을 꼼꼼히 살펴 코로나19로 피해를 입은 자영업자들을 위해 회생형 채무조정, 금융권 이자탕감 등 빚 부담 완화를 위한 ‘부채감면’과‘신용대사면’을 추진하겠다.

 

또한 소상공인들을 위한 한국형 PPP제도인 ‘급여·임대료 보장 프로그램’을 실시하고, 시장상권전담지원기관을 권역별, 시·군별로 확대 설치하겠다.

 

경기지역화폐 2.0시대를 열겠다. 경기지역화폐 발행액을 대폭 확대하고, 배달특급 등 공공플랫폼과의 연동을 강화해 생활화폐로 정착하면서 지역 상권을 활성화시키도록 하겠다.

 

이밖에 △지자체 최초의 동물 국과수 ‘경기도 수의법의학 센터’를 설립하겠다는 반려동물 공약 △공공산후조리원 확충하겠다는 산후돌봄 공약 △‘찾아가는 유아 놀이 교재·교구 배달 서비스’를 추진하겠다는 유아 교재·교구 공약 △플랫폼·이동노동자 유식권 보장과 안전한 업무환경을 위한 이동노동자 쉼터 공약 △경기도가 선도해온 기본소득을 문화예술인에게 확대하는 문화예술인 기본소득 공약 △입대부터 전역까지 빈틈없는 ‘군복무 경기청년 상해보험 플러스’를 실시하겠다는 군복무 청년 공약 등을 잇달아 발표했다.
