김동연 경기도지사와 민선 8기를 시작한 시장·군수가 취임 후 첫 만남을 갖고 경기도 발전을 위한 협치를 다짐했다. 이들은 도와 시·군 상호 협력·협의기구인 ‘정책협력위원회’를 운영하는 내용 등을 담은 ‘협치합의문’을 채택했다.

 

김동연 경기도지사는 26일 경기도경제과학진흥원 광교홀에서 ‘민선 8기 도지사-시장·군수 간담회’를 열고 “경기도가 바뀌면 대한민국이 바뀐다는 확신이 있다. 시·군과 힘을 합쳐 커다란 전기(轉機)를 경기도에서 만들겠다”며 협치합의문 채택의 취지를 설명했다.

 

이어 “경제·사회·교육이 갖고 있는 구조적인 문제 대부분은 기회가 부족해서 생긴 것이다. 기회의 빈익빈 부익부를 고쳐 고른 기회가 도민에게 가는 포용 상생 공동체를 만들고 싶다”며 “시민·군민·도민을 위한 일에 여야가 어디 있고, 진영논리가 어디 있겠는가. 함께 힘을 합쳐 이념을 뛰어넘어 더 많은 기회, 더 고른 기회를 함께 만들어 나가자”라고 말했다.

 

경기도시장군수협의회 임시회장을 맡은 이현재 하남시장은 “간담회가 일회성으로 끝나지 않고, 몇몇 사업이 시·군 정책 협약을 통해 실질적으로 협력하기를 기대한다”며 “경기도가 대한민국에 중심이라는 걸 보여주는 그런 자리로 발전했으면 좋겠다”고 화답했다.

 

이번 간담회는 민선 8기 출범 후 경기도지사와 시장·군수들이 공식적으로 처음 모인 자리다. 의회 일정 등으로 시장·군수가 참석하지 못한 성남시, 평택시, 의정부시, 연천군을 제외하고 31개 시장·군수 또는 부단체장이 참석했다.

 

간담회에서는 협치와 상생이 절실한 시기라는 김동연 도지사의 제안에 시장·군수들이 화답하며, 협치합의문이 채택됐다. 경기도와 31개 시군은 도민 행복을 위한 노력과 연대 방안으로 3개 안에 대해 합의했다.

 

우선 도와 시군 간 협치 구현을 위한 상호 협력‧협의기구인 ‘정책협력위원회’를 운영하기로 했다. 정책협력위원회는 도지사와 시장·군수들이 지역 현안 등을 해결하기 위해 정례적으로 개최될 예정이다.

 

경기도와 시‧군이 도민들을 직접 만나 소통하며 민생문제를 해결하기 위해 매달 ‘타운홀 미팅’(주민 회의)도 개최한다. ‘타운홀 미팅’은 도와 시‧군이 지역사회 주민들을 초대해 현안에 대한 행‧재정적 해결 방안을 모색하는 방식으로 진행된다. 지자체 간 협업체계를 구축하는 동시에 정책 공감대를 형성하기 위해 도-시‧군 간, 시‧군 상호 간 인사교류도 확대하기로 했다. 합의된 사항에 대한 구체적인 일정 및 내용 등은 추가적인 실무 논의를 통해 결정된다.

 

다만 경기북부특별자치도 설치와 관련해 31개 시·군의 공동 노력을 구하고자 합의 안건으로 반영했으나, 일부 시·군에서 추가 논의 의견을 피력함에 따라 다음 도-시군 정책협력위원회에서 추가 논의토록 했다. 도는 이와 별도로 경기북부특별자치도 설치를 차질 없이 추진해 나갈 예정이다.

‘더 많은 기회’는 반도체‧미래차‧바이오 3대 첨단산업 육성, GTX A‧B‧C 연장 및 D‧E‧F 신설, 경기북부 바이오헬스케어 중심지로 조성, 경기국제공항 추진 등 성장 위주의 내용을 담았다.

 

‘더 고른 기회’는 경기청년학교‧경기청년사다리‧경기청년 갭이어(gap-year) 등 3대 경기청년찬스, 경기북부특별자치도 설치, 친환경 농산물 공공급식 확대 등이다. ‘더 나은 기회’는 문화예술인 기본소득 도입, 탄소중립 선도, 농어촌 마을 혁신 등이다.
