민병덕 의원(더불어민주당 동안갑)이 지난 6월 18일 “당원주권 대중정당, 지금 실천한다”는 제목의 보도자료를 배포해 ‘당원 주권 정신’에 기반한 대의원 선출 방식을 지금 당장 실천하겠다고 밝혔다.

더불어민주당 안양동안갑 지역위원회는 8일 간 ‘더불어민주당 선출직 전국대의원’을 공모하고, 전국대의원이 되고자 하는 당원들을 위한 홍보 지원 방안을 지난 17일 저녁 공개했다.

더불어민주당 전국대의원은 당대표, 최고위원, 시도당위원장을 선출하는 권리를 갖는데, 전국대의원 한 표의 가치가 일반 권리당원의 수십 배에 이른다. 전국대의원의 70%는 지역위원회 권리당원 추천을 많이 받은 순으로 선출하도록 되어 있고, 나머지 30%는 지역위원회 선출직 의원 및 고문단 등으로 채워진다.

민병덕 의원은 “당원들께서 당원 행사에 참여하고, 문자와 SNS로 소통하고, 지지하고 투표하며, 매월 당비를 내고 계시는데도 불구하고, 당원으로서의 효용감을 충분히 갖지 못하는 것이 현실”이라며, “선출직 의원과 지역위원회가 직접 당원의 의견을 듣고 토론하고 실천하고 공유하는 노력을 더욱 구체적으로 해야 진정한 당원 주권 구현이 가능하다”고 주장했다.

민병덕 의원은 “당의 주인인 당원이 선출하는 전국대의원의 선출과정을 당원입장에서 공정하게 관리하고 지원하며, 전국대의원 선출 결과 역시 모든 당원에게 공개하겠다”고 밝혔다.
