본지는 지령 500호 발간을 기념해 ‘주민자치’를 주제로 안양·군포·의왕·과천의 주민자치 현황을 기획특집 으로 보도하고 있다. 지난호에 안양시 주민자치대회를 지상중계한 데 이어 이번호에서는 군포시 자치분권과의 협조를 받아 군포시의 주민자치성과공유회를 지상중계한다.
군포시는 지난 11월 27일 시청 대회의실에서 2024년 주민자치 성과공유회를 열어 한 해 동안의 주민자치회 활동성과를 돌아보고 공유하는 자리를 가졌다. 이날 행사에는 각 동의 주민자치회 위원들과 주민자치 담당 공무원 등 130여 명이 참석했다.
군포시 2024년 주민자치 성과공유회는 주민자치 활성화 유공자 표창, 주민자치회 우수사례 발표, 12개 동의 우수활동 전시회 등 다채로운 프로그램으로 진행됐다. 특히 올해는 주민자치 활동의 독창성과 지역 문제 해결에 기여한 사례들이 공유되며 참석자들의 뜨거운 호응을 받았다.
이날 주민자치 활성화에 기여한 공로로 41명이 군포시장으로부터 표창장을 수여받아 한 해 동안의 헌신과 노고를 인정받았다.
각 동의 주민자치회는 지역 문제를 해결하고 주민 참여를 이끌어낸 다양한 우수사례를 발표했다. 발표자들은 5분 동안 PPT 형식으로 각 동의 독창적이고 효과적인 사업을 선보였다.
이번 성과공유회에서 서면심사와 발표심사를 거쳐 우수사례로 선정된 동은 대상 1개 동, 최우수상 2개 동, 우수상 4개 동, 장려상 5개 동이다. 대상은 주민들의 참여를 극대화하고 지역 문제 해결에 크게 기여한 사례를 선보인 금정동 주민자치회가 차지했다. 이 사례는 2025년 경기도 주민자치 우수사례 경연대회에 출전할 예정이다. 최우수상은 송부동과 궁내동이, 우수상은 산본2동, 오금동, 수리동, 재궁동이 수상의 영예를 안았다.
금정동: 주민총회를 통한 풀뿌리민주주의 실현
금정동 주민자치회는 주민총회를 주민공론장으로 전환해 주민들이 직접 참여해 2025년도 사업 의제를 논의하는 장을 마련했다. 주민들은 주민자치 사업에 대한 의견을 개진하며, 실질적으로 지역의 문제를 발굴하고 해결 방안을 도출했다. 이러한 과정은 풀뿌리민주주의를 실현하는 모범 사례로 자리 잡았다.
발표 주제였던 ‘황금 김밥 레시피’는 금정동 주민자치회의 활동을 상징하는 아이콘으로, 다양한 주민의 참여와 협력을 강조하는 금정동의 철학을 반영한다. 올해 금정동 주민자치회는 주민총회를 통해 주민들의 주민자치회 사업에 다양한 아이디어를 수렴하고, 내년도 사업에 실질적으로 반영했다. 금정동 주미자치회는 이러한 활동을 통해 주민 참여형 지역 발전 모델의 새로운 가능성을 제시했다.
‘금정마을 줍깅챌린지’는 지난 6월 15일 주민 200여명이 참석한 행사로 마을환경개선분과가 줍깅코스를 발굴하고 사전에 신청자를 접수했다. 줍깅 활동 전후 전문환경 활동강사가 올바른 분리수거 교육을 ‘주민과 함께하는 분리수거 OX 퀴즈’ 형식으로 진행했다. 또한 주민자치회 알리기 체험활동으로 각 분과별 주민자치회 사업을 홍보하는 부스 운영했다.
금정동 지역사회보장협의체, 금정동 경기행복마을관리소, 군포보건소, 군포지속가능발전협의회, 군포장애인종합복지관, 군포공적무역마을협의회 등 지역의 기관·사회단체공동체와 협업하여 주민들과 함께 즐기는 마을공동체를 운영했다.
‘금정 수제막걸리 만들기 콘테스트’는 지역주민이 즐길 수 있는 콘텐츠를 발굴, 세대를 아우르는 마을공동체 문화사업의 기반을 다지자는 기획의도로 시작해 전통주 제조 체험교육을 통한 지역주민과의 공감대 형성과 우리 동네의 지역문화를 재조명하는 계기가 됐다.
송부동: 지역을 잇는 달빛축제와 젊은층 참여 확대
송부동 주민자치회는 주민총회를 통해 형성된 공론장을 기반으로 지역의 다양한 문제를 해결하는 데 초점을 맞췄다. ‘빛나는 달빛축제’는 송정지구와 부곡지구로 나뉜 송부동 주민들을 하나로 연결하는 역할을 했다. 작년에는 송정지구에서, 올해는 부곡지구에서 개최된 이 축제는 유명 가수를 초청하는 대신, 지역 주민들이 직접 공연하는 방식으로 진행되며 주민 중심의 축제로 자리 잡았다.
특히, 달빛축제는 지역 활동에 소극적이던 젊은 세대가 대거 참여하며, 지역사회에 대한 관심을 높이는 데 중요한 역할을 했다. 송부동 가족명랑운동회도 젊은 가족 단위를 중심으로 운영돼 활기차고 참여도가 높은 지역사회를 형성하는 데 기여했다. 송부동 주민자치회는 이를 통해 지역 주민 간 소통을 촉진하고 주민자치의 가치를 확산시켰다.
또한 ‘지역 소통 활성화를 위한 안전한 환경이 보장되는 마을’이란 추진과제 아래 어린이를 대상으로 ‘환경보호 그림그리기’ 사업을 추진해 어린이들이 자연환경의 중요성을 배우고 직접 자연환경을 주제로 그림을 그리고 송부동 행정복지센터에서 전시해 주민들과 함께 환경 문제에 대한 의식을 공유했다.
송부동 주민자치회는 주민자치센터에서 어린이부터 성인 그리고 어르신 모두를 위한 신규 강좌를 개설해 전 연령대에 다양한 프로그램을 제공하고자 노력했다. 어린이 신규강좌 4개, 성인 신규강좌 6개, 어르신 신규강좌 2개를 포함, 총 26개의 주민자치센터 프로그램을 운영해 지역의 문화발전에 기여했다.
궁내동: ‘다 같이 돌자 궁내 한 바퀴’ 지속 사업으로 성과 내
궁내동 주민자치회의 ‘다 같이 돌자 궁내 한 바퀴’ 사업은 1년짜리 사업이 아니라 수년간 지속적인 노력으로 발전해온 사업이다.
마을 해설사 양성과정을 통해 주민들은 궁내동의 역사와 자원을 조사하고 기록하며, 마을 자원을 활용한 스토리텔링 콘텐츠를 개발했다. 이 과정에서 제작된 마을 지도와 아카이빙 자료는 궁내동의 가치를 재발견하게 했으며, 주민들 간의 소통을 촉진했다.
궁내동은 2025년 마을 스토리북 제작을 계획하며, 지속 가능한 주민자치 모델을 구축하고 있다. 이는 차근차근 발전하는 궁내동의 모습이 주민자치의 지속 가능성을 입증하는 사례로 평가받고 있다.
수리동: 수릿길 테마로 지역 공동체를 연결하다
수리동 주민자치회는 지역 명소인 수릿길을 테마로 다양한 주민 참여 활동을 전개했다. 봄과 가을에는 ‘수릿길 나눔 벼룩시장’을 열어 자원 순환과 주민 간 교류를 촉진하며, 수익금은 어려운 이웃을 돕는 데 사용됐다. 여름에는 ‘별빛과 함께하는 행복한 수릿길’ 행사를 통해 주민들에게 문화 공연과 체험 프로그램을 제공해 큰 호응을 얻었다.
특히, 이번 성과공유회에서 수리동 주민자치회는 수릿길에서 이뤄진 모든 사업을 중심으로 프레젠테이션을 구성해 주목을 받으며, 수리동 주민자치회의 일관성과 창의성을 보여주고, 주민들에게 수리동의 지역적 가치를 재발견하는 계기를 마련했다.
오금동: 세대를 아우르는 맞춤형 자치사업
오금동 주민자치회는 지역자원조사를 통해 지역 주민들에게 필요한 맞춤형 프로그램을 발굴했다. 그 중 ‘임산부 요가교실’은 지역 내 높은 출산율에 기반해 설계된 프로그램으로, 임산부의 건강 증진과 상호 교류를 도모했다. 보건소와 산부인과 등 관련 기관과 협력해 참여자를 모집, 실질적인 필요를 충족하는 데 기여했다.
세대공감 자원봉사와 수리산 걷기 행사는 지역 어르신과 청년, 그리고 주민 간의 연결고리를 강화했다. 이외에도 주민총회와 김장 나눔 사업을 통해 지역 주민 간의 화합과 소통을 증진하며, 주민자치회의 사회적 가치를 증명했다.

재궁동: 야간폴리스와 지역 협력으로 안전한 마을 조성
재궁동 주민자치회는 ‘재궁동 야간폴리스’라는 독창적인 프로그램을 통해 주민자치회의 자치기능과 협력 역량을 극대화했다. 재궁동 주민자치회는 지역의 여러 단체와 협력해 야간 순찰과 방범 활동을 수행하며, 지역사회의 안전을 책임지는 중요한 역할을 수행했다.
‘재궁동 야간폴리스’ 사업에는 주민자치회, 통장협의회, 새마을지도자회, 새마을부녀회, 바르게살기위원회, 지역보장협의체 등 관내 모든 직능단체들이 함께 참여해 6개 단체가 협력해 매주 야간순찰활동을 수행, 주민 공동체의식을 함양하고 주민주도로 안전한 재궁마을 조성을 위해 노력했다.
이와 더불어, ‘재궁동 러브하우스’ 프로젝트를 통해 위생상태가 취약한 가구를 대상으로 벽지 및 장판 교체, 전등 수리 등 쾌적하고 깨끗한 주거환경 조성을 위해 취약계층을 지원하고 지역사회의 복지 사각지대를 해소했다. 재궁동 주민자치회는 이러한 활동을 통해 지역 내 자치 역량을 공고히 하며 주민들의 신뢰를 얻는 데 성공했다.
산본2동: 문화유산과 현대 주민참여의 융합

Geumjeong-dong Resident Autonomy Association transformed the general meeting of residents into a forum for residents’ public opinion, creating a venue for residents to directly participate and discuss the 2025 business agenda.
