민선8기 경기도가 최초로 시행한 혁신 정책들이 1,420만 경기도민들에게 더 많은 기회, 더 고른 기회, 더 나은 기회를 제공하며 대한민국 정책의 새로운 기준을 제시하고 있다. 경기도가 다양한 분야에서 ‘전국 최초’로 실시해 타지자체의 모범이 된 정책들을 돌봄, 기후, 안전, 기회소득 등 4개 분야로 나눠 살펴본다.

사회적 약자 위한 ‘어디나 돌봄’ 정책

경기도의 ‘어디나 돌봄’ 정책은 사회적 약자를 위한 복지정책으로 △장애돌봄 야간·휴일 프로그램 운영 △최중증 발달장애인 맞춤 돌봄 △최중증 발달장애인 가족돌봄 사업 등 3개 사업으로 구성돼 있다. 지난해 안양 등 19개 시군, 42개 운영기관에서 올해는 21개 시군, 43개 기관에서 맞춤형 돌봄서비스를 제공하고 있다.

‘최중증 발달장애인 맞춤 돌봄사업’은 최중증 발달장애인 60명을 선정해, 지난해 5월부터 월 최대 60시간의 돌봄 서비스를 제공하고 있다. ‘최중증 발달장애인 가족돌봄 사업’은 복지서비스를 이용하지 못하고 온전히 가족이 돌보는 210가구를 대상으로 월 40만 원의 가족생활수당과 돌봄 소진을 예방하기 위한 지역사회 연계 서비스를 제공 중이다.

‘긴급복지 위기상담 콜센터(031-120)’는 2022년 8월, 수원 세 모녀 사건을 계기로 시작된 대한민국 유일의 복지 전문 콜센터. 지난해까지 총 6,074명의 도민을 지원하며 위기 상황에 있는 경기도민이 필요할 때, 도움을 청할 수 있는 상담·제보 창구로 복지 사각지대 해소에 앞장서고 있다. 경기도의 ‘긴급복지 위기상담 콜센터’는 서울 25개 자치구와 전라남도 등 다른 시도로 전파되고 있다.

기후경제로 대한민국 대전환 선도

민선8기 경기도는 지속가능한 발전과 미래를 위해 적극적으로 기후 대응에 나서고 있다. ‘기후보험’이 이달 중 전국 최초로 모든 도민을 대상으로 자동 가입되며 온열질환, 한랭질환, 감염병 등에 대한 보장을 받을 수 있다. 또한 ‘기후위성’을 발사해 국내 최초로 기후 데이터를 수집해 기후정책 고도화 및 글로벌 탄소 규제 대응에 나선다.

10년 연속 ‘지역안전지수’ 전국 최다 분야 1등급 획득

경기도는 지난해 행정안전부가 공표한 ‘지역안전지수’에서 교통사고, 화재, 생활안전, 자살, 감염병 대응에서 1등급을 받아 10년 연속 지역안전지수 전국 최다 분야 1등급을 기록했다.

경기도는 지난해 6월부터 전국 최초로 재난복구지원 군 장병 상해보험 가입을 지원하고 있다. 군 장병이 재난복구 현장에 동원 중 사망, 후유장해 발생 시 최대 5,000만 원을 지급하는 것으로 지난해 1,021명의 군 장병의 가입을 지원했다. 이 사업은 전북, 충북 등 타 지자체에서도 관련 조례를 제정하는 등 확대되고 있다.

6대 기회소득으로 선한 영향력에 가치 더해

민선8기 경기도는 예술인·장애인·기후행동·아동돌봄·체육인·농어민 등 6개 분야에서 시장에서 가치를 인정받지 못하는 사회적 활동에도 공정한 보상을 제공하는 ‘기회소득’ 정책을 대한민국 최초로 도입했다.
