민병덕 의원(더불어민주당, 안양동안갑)이 디지털 자산(가상자산) 투자 확산에 따른 정책 방향모색을 위한 ‘한국의 디지털자산 투자자는 누구인가-크립토 코리아를 위한 정책 제언 세미나’를 지난 3월 6일 오후 국회의원회관 제6간담회의실에서 개최했다.
디지털 자산 전문 미디어 블록미디어 주관으로 열린 이번 세미나에서는 국내 디지털자산 정책이 답보 상태에 머무르는 동안 글로벌 트렌드가 빠르게 변화하는 상황을 점검하고, 한국의 디지털자산 산업 발전을 위한 구체적 방안을 논의했다.
세미나에서는 디지털 자산 시장에 대한 청년층의 관심과 투자 동향, 그리고 이를 뒷받침할 제도적 개선 방안이 논의됐다. 최근 20·30 세대가 전통 금융시장보다 암호화폐와 같은 디지털 자산에 더 큰 관심을 보이고 있다는 점은 매우 주목할 현상이다 .
민병덕 의원은 “빠르게 변화하는 시장 특성과 블록체인 기술에 대한 이해도가 높은 디지털 네이티브 세대의 특성이 맞물리면서 암호화폐 시장은 젊은 투자자들에게 매력적인 대안으로 자리 잡고 있다”며, “미국 등 세계 주요국들은 디지털 자산을 제도권 금융과 접목하기 위한 노력을 기울이고 있다. 기존 금융자산과 디지털 자산을 동등 대우하는 등의 혁신적인 정책이 절실하다”고 말했다.
세미나에서는 혁신 과제로 △디지털 자산 시장과 기존 금융시장의 동등 대우, △STO(토큰 증권) 및 RWA(실물자산 토큰화) 활성화, △국민연금 및 금융기관의 디지털 자산 투자 검토 등이 집중적으로 논의됐다.
세미나는 총 5개 심층 발표와 패널 토의로 진행됐다. △임동민 인디이콘 마켓리서치 대표가 ‘한국의 디지털자산 투자자들은 누구인가’라는 주제로 해시드와 블록미디어의 통계 조사 결과를 발표하고, △김갑래 자본시장연구원 연구위원은 ‘국내 가상자산 소득과세제도 정비 방향’을 주제로 디지털자산의 과세 제도에 대해 논의했다 .
이어 △오종욱 웨이브릿지 대표가 ‘글로벌 연기금 및 국부펀드의 디지털 자산 투자 전략 : 한국 자본시장 경쟁력 강화를 위한 제언’에 대해서, △서병윤 DSRV 소장이 ‘부산 블록체인 규제자유특구 특별법 제정을 위한 제언 : 싱가포르, 홍콩과 경쟁할 동북아 디지털금융 허브 부산’에 관해 발표했다. 마지막으로 △김세희 INF 크립토랩 컨설턴트가 ‘국내 비트코인 채굴 산업의 미래’를 주제로 발표했다 .
세미나의 후반부는 블록미디어 김제이 편집장이 ‘한국 디지털 자산 투자자 보호와 산업 육성의 조화를 위한 법제도적 접근 방안’에 대한 패널 토론을 진행했다 . 토론에는 각 주제 발표자들과 함께 강련호 법무법인 세종 변호사 등 법률 전문가가 참여해 심도 깊은 논의를 펼쳤다.

Checking global trends, discussing ways to develop the digital asset industry
Rep. Min Byeong-deok (Democratic Party of Korea, Anyang-dong Gap) held a ‘Who are Korean digital asset investors? - Policy suggestion seminar for Crypto Korea’ on March 6th in the 6th conference room of the National Assembly Members’ Hall to seek policy directions for the expansion of digital asset (virtual asset) investment.
This seminar, hosted by digital asset specialized media Block Media, examined the situation in which global trends are rapidly changing while domestic digital asset policies remain stagnant, and discussed specific measures for the development of Korea’s digital asset industry.
The seminar discussed the interest and investment trends of young people in the digital asset market, as well as institutional improvement measures to support them. It is noteworthy that the 20s and 30s generation is showing greater interest in digital assets such as cryptocurrencies than in traditional financial markets. Rep. Min Byung-deok said, “The cryptocurrency market is becoming an attractive alternative for young investors due to the characteristics of the rapidly changing market and the characteristics of the digital native generation with a high level of understanding of blockchain technology,” and added, “Major countries around the world, including the United States, are making efforts to integrate digital assets with institutional finance. Innovative policies such as treating existing financial assets and digital assets equally are urgently needed.”
The seminar focused on the following innovation tasks: △Equal treatment of the digital asset market and the existing financial market, △Activation of STO (Token Securities) and RWA (Tokenization of Real Assets), and △Review of National Pension Service and financial institutions’ investment in digital assets.
The seminar consisted of a total of five in-depth presentations and panel discussions. △Im Dong-min, CEO of Indieicon Market Research, presented the results of a statistical survey by Hashed and Blockmedia on the topic of ‘Who are the digital asset investors in Korea?’, and △Kim Gap-rae, research fellow at the Capital Market Research Institute, discussed the taxation system for digital assets on the topic of ‘Direction of reorganizing the domestic virtual asset income tax system.’ Next, Oh Jong-wook, CEO of Waybridge, presented on ‘Global pension funds and sovereign wealth funds’ digital asset investment strategies: suggestions for strengthening the competitiveness of the Korean capital market’, and Seo Byeong-yoon, CEO of DSRV, presented on ‘Suggestions for enacting the Busan Blockchain Regulatory Free Zone Special Act: Busan, a Northeast Asian digital financial hub to compete with Singapore and Hong Kong’. Lastly, Kim Se-hee, consultant of INF Crypto Lab, presented on ‘The future of the domestic Bitcoin mining industry’. In the latter half of the seminar, Blockmedia Editor-in-Chief Kim Jae-i led a panel discussion on ‘Legal and institutional approaches for harmonizing the protection of Korean digital asset investors and fostering the industry’. Along with the presenters of each topic, legal experts such as Kang Yeon-ho, an attorney at Sejong Law Firm, participated in the discussion and had an in-depth discussion.
