‘국회 글로벌 지속가능발전·인도주의포럼(대표의원 이재정·안철수)’이 지난 3월 6일 ‘한·글로벌펀드 고위급 라운드테이블’을 개최했다.

이재정 대표의원은 인사말에서 “이제 대한민국이 국제보건 무대에서 리더십을 발휘해야 할 때”라며, “말라리아, 결핵 등 다양한 질병으로부터 나와 이웃을 지키기 위해, 대한민국과 국제사회의 협력을 강화하겠다”고 강조했다.

이번 라운드테이블은 코로나19 이후 국제보건 문제해결의 중요도가 높아진 만큼 포럼과 함께 외교부, 글로벌펀드(Global Fund to fight AIDS, TB, and Malaria), 국제보건애드보커시가 공동주최해 개최, 복합적 위험 시대 속에서 한국의 국제보건 리더십이 나아가야 할 방향을 논의하기 위해 마련됐다.

이날 글로벌펀드 피터 샌즈 사무총장은 기조연설을 통해 “한국의 ODA 확대와 바이오 기업들의 적극적인 참여를 통해 국제보건의 지속가능성을 높이고, 글로벌 팬데믹 대비 역량을 더욱 강화하겠다”고 밝혔다.

패널 토의에서는 한희정 국제보건애드보커시 대표가 좌장을 맡고, 1부는 ‘복합적 위험시대의 국제보건’에 대해 자크 플리스(Jacques Flies) 주한 룩셈부르크 대사, 가레스 위어(Gareth Weir) 주한 영국 부대사, 미구엘 라 플란테-페레즈(Miguel La Plante-Perez) 주한 스위스 부대사는 각국의 국제보건 ODA 지원 현황과 글로벌 펀드와의 협력 경험을 발표했다.

2부에서는 SD바이오센서 이효근 부회장이 ‘글로벌 펀드와 한국과의 협력’을 주제로 “앞으로 글로벌 펀드를 비롯한 국제기구들의 지속적인 지원과 국제적인 보건 협력을 통해 공평한 진단 접근성을 보장하고, 의료 혜택에 소외된 국가의 많은 생명을 구할 수 있도록 한국과 함께 노력해야 한다”고 강조했다. 국제보건애드보커시 최순영 사무총장은 한국과 글로벌 펀드 파트너십의 중요성을 강조하고 한국의 글로벌 펀드 기여를 늘려 한국의 국제보건 리더십을 발휘할 것을 언급했다.

외교부 권기환 글로벌다자외교조정관과 박종한 개발협력국장은 개회사와 토론을 통해 한국정부와 다자기구의 협력 중요성을 재확인하며 “국내에서 더 튼튼한 공중보건 시스템을 유지하면서 글로벌 보건 파트너십이 더욱 발전할 수 있도록 국제사회와 함께 노력하겠다”고 피력했다.

The ‘National Assembly Global Sustainable Development and Humanitarian Forum (Representative Members Lee Jae-jung and Ahn Cheol-soo)’ held the ‘Korea-Global Fund High-level Roundtable’ on March 6.

Representative Member Lee Jae-jung said in his opening remarks, “It is time for the Republic of Korea to demonstrate leadership on the international health stage,” and emphasized, “We will strengthen cooperation between the Republic of Korea and the international community to protect ourselves and our neighbors from various diseases such as malaria and tuberculosis.”

This roundtable was co-hosted by the Ministry of Foreign Affairs, the Global Fund to fight AIDS, TB, and Malaria, and the International Health Advocacy, along with the forum, as the importance of solving international health issues has increased in the wake of COVID-19, and was organized to discuss the direction in which Korea’s international health leadership should advance in the era of complex risks. On this day, Peter Sands, Executive Director of the Global Fund, gave a keynote speech and said, “We will increase the sustainability of international health and further strengthen our capacity to prepare for global pandemics through the expansion of Korea’s ODA and the active participation of bio companies.”

In the panel discussion, Heejung Han, CEO of Global Health Advocacy, served as the moderator, and in Part 1, on ‘International Health in the Era of Complex Risks,’ Ambassador Jacques Flies of Luxembourg to Korea, Deputy British Ambassador to Korea Gareth Weir, and Deputy Swiss Ambassador to Korea Miguel La Plante-Perez presented the status of international health ODA support from each country and their experiences in cooperation with the Global Fund.

In Part 2, Vice Chairman Hyo-geun Lee of SD Biosensor emphasized, “We must work with Korea to ensure fair diagnostic accessibility and save many lives in countries that are excluded from medical benefits through continued support from international organizations including the Global Fund and international health cooperation.” Director-General of the International Health Advocacy Choi Soon-young emphasized the importance of Korea’s partnership with the Global Fund and mentioned that Korea’s contribution to the Global Fund should be increased to demonstrate Korea’s leadership in global health.

In their opening remarks and discussions, Kwon Ki-hwan, Deputy Director-General for Global and Multilateral Diplomacy, and Park Jong-han, Director-General for Development Cooperation, reaffirmed the importance of cooperation between the Korean government and multilateral organizations, and expressed, “We will work with the international community to further develop the global health partnership while maintaining a stronger public health system domestically.”
