지난 7월 1일 정은경 전임 동장이 만안구청으로 자리를 옮기고, 신미경 안양1동장이 새로 부임했다. 신미경 동장의 취임 소감과 함께 안양1동을 어떻게 운영할지 운영방침 등등을 알아보기 위해 지난 7월 25일 안양1동 동장실에서 신 동장을 만나 서면 질의서를 전달해 28일 답변서를 받았다. 추가 질의를 할 필요가 없을 정도로 답변서가 충실해서 약간의 문구 수정 정도로 신미경 동장의 답변서를 일문일답 형식으로 정리한다. 박경화 기자

안양1동장 부임 소감은? 안양1동 기본 운영 방침은?

“안양시 31개 동의 선임동인 역사와 문화가 살아 숨 쉬는 안양1동장으로 발령받아 매우 기쁘고, 영광스럽게 생각한다. 동시에 기관장으로서의 막중한 책임감 또한 느낀다.

안양1동은 나에게 아주 남다른 의미가 있는 곳이다. 1994년 7월 1일 안양1동 서기보로 임용돼 공직 생활을 시작한 곳이자, 결혼도 하고 득남도 한 공간이다. 나에게 좋은 시작과 의미 있는 변화를 만들어준 안양1동을 위해 일할 수 있어서 마음이 굉장히 설렌다.

좋은 기운을 가득 품고 있는 만큼 안양1동은 무궁한 발전 가능성이 있다. 안양1동의 주민들, 직원들과 협력 및 화합하여 무궁한 발전 가능성을 바탕으로 좋은 변화와 혁신을 추구하는 동으로 나아갈 수 있도록 최선을 다하겠다.

내가 안양1동장으로서 추구하는 핵심 기본방침은 ‘경애화락(敬愛和樂)’과 ‘견청고언(見聽考言)이다. ‘경애화락’은 존경과 사랑을 바탕으로 한 화목하고, 즐거운 공동체 조성을 의미한다. 좋은 복지서비스는 진정으로 주민을 위하고 사랑하는 마음에서 비롯된다고 생각한다. 또한 모든 주민을 존경하고 사랑하는 마음으로 대하려 한다. 주민의 고유한 가치를 존중하고, 주민에게 배우며 성장하는 문화를 만들겠다. 이를 통해 동행정복지센터가 단순히 행정 서비스를 제공하는 공간을 넘어 주민들이 편안하고, 즐겁게 소통하며 교류할 수 있는 화목한 공간으로 변모할 수 있도록 노력할 것이다.

‘견청고언’은 잘 듣고, 잘 보고, 잘 생각하여 말한다는 뜻이다. 견청고언의 자세로 비판과 조언을 경청하여 행정 서비스에 잘 생각하여 적용하는 기관 책임자가 되겠다. 기관 운영에 대한 비판은 우리 안양1동 행정복지센터를 더욱 발전시키는 소중한 밑거름이 된다고 생각한다. 보다 열린 마음으로 다양한 의견을 수렴하고, 이를 바탕으로 끊임없이 변화하고 발전하는 기관이 되겠다.”

안양1동과 주민자치회 관계를 어떻게 풀어갈 것인가?

“안양1동은 안양시가 추진한 ‘주민이 주인이 되는 마을자치·주민자치 구현’을 위한 주민자치회 시범동으로 2021년부터 주민자치위원회에서 주민자치회로 전환되어 운영되고 있다. 안양1동 주민자치회의 탄생을 살펴보면 1999년 정부는 주민자치센터를 읍면동에 설치하여 지역 주민의 참여를 도모하고자 했으나 그 기능이 문화, 여가, 교육 등에 집중되면서, 주민자치센터의 운영은 행정기관 주도의 성격을 벗어나지 못한 채 한계를 드러냈다.

지역공동체 의식 향상과 민주적 참여의식 고취를 목표로 시작된 주민자치센터는 결국 행정 서비스의 일환으로 자리 잡게 되었고, 지역 주민의 자발적인 참여를 유도할 수 있는 새로운 자치활동의 방향성을 모색할 필요가 있었다. 이러한 논의 끝에 안양시에서는 현재 안양1동 주민자치회를 그 하나의 해답이자 시범동으로 도입했다. 행정기관과의 협력을 기반으로 지역 주민이 스스로 지역 문제를 발굴하고 해결하는 창구로 기능하면서, 주민 참여의 실질적인 통로가 마련된 것이다.

주민자치회는 기존의 주민자치센터와 비교해 마을 자치 실현에 있어 뚜렷한 차별점을 보인다.

주민들은 직접 분과위원회를 구성해 지역의 문제를 논의하고 그 결과를 주민총회에서 공유하며 예산편성까지 이어지는 과정을 경험하게 된다. 이 일련의 민주적 절차를 자연스럽게 체득함으로써, 지역 내에서 생활 속 민주주의가 실현되고 참여의식도 점차 고취된다.

또한, 주민이 제안한 아이디어가 실제 사업으로 구현되었을 때, 주민들은 성취감을 느끼게 되며, 이는 다시 적극적인 참여로 이어지는 선순환구조를 형성하게 된다. 이는 지속 가능한 주민 자치의 기반이 된다.

현재 안양1동 주민자치회는 아파트(삼성, 뜨란채, 푸르지오, 성원) 중심의 주거지역과 만안구 대표 상권인 안양일번가와 남부시장을 함께 품고 있는 이질적이면서도 다양한 지역적 특성을 지니고 있다.

안양1동 주민자치회가 이러한 특성을 바탕으로 주거지역과 상권 간의 소통과 연계를 강화하는 마을자치사업을 개발함으로써 상생의 길을 모색할 수 있도록 돕겠다.”

안양1동 2025년 중점사업은?

“주민자치회 시범 동인 만큼 우리 동의 모든 사업은 ‘주민이 주도하는 주민자치회 활성화와 찾아가는 복지행정 서비스 구현’에 중점을 두고 있다. 주민총회 개최 및 마을 신문 발간, 우리 동네 환경정화사업, 주민 대상 원데이 클래스 강좌운영, 사랑의 오픈마켓 운영 등이 대표적인 주민 중심 사업이다.

2025년에 계획된 주민자치회의 사업을 적극 지원하고, 다양한 커뮤니티 활동을 통해 주민 의견을 수렴하여 주민들이 마을 자치사업에 직접 참여하도록 유도하겠다. 또한 찾아가는 복지행정 서비스를 추진하여 복지 사각지대 위기가정 발굴 및 소외 계층에 대한 맞춤형 지원으로 주민 복지 체감도 향상을 위해 노력하겠다.”

향후, 안양1동 발전을 위한 계획은?

“‘주민이 만드는 마을, 함께 여는 안양1동의 내일’을 위해 소통과 공감을 최우선 가치로 삼아 주민 여러분의 작은 목소리에도 귀 기울이고 현장의 목소리를 직접 듣기 위해 발로 뛰어 주민들의 어려움을 함께 나누고, 공감하며, 주민의 마음에 화답하는 행정을 실천하도록 노력하겠다.

주민자치회를 포함한 15개 사회단체 간의 소통, 주민들과의 지속적인 소통을 통해 신뢰를 구축하고 모든 행정 과정에서 주민 여러분의 참여를 보장하여, 투명하게 공개해 주민이 만드는 마을, 함께 여는 안양1동을 만들어 가기 위해 최선을 다하겠다는 말씀을 드린다.

주민 중심의 서비스 강화를 실현해 주민 여러분의 목소리에 귀 기울여 실질적으로 필요한 맞춤형 복지 서비스를 제공하기 위해 적극적으로 노력하겠다. 주민 중심의 양질의 복지서비스를 제공하려면 주민의 니즈, 즉, 수요를 파악하는 것이 가장 중요하다고 생각한다. 따라서 언제나 주민과의 소통, 직원 및 유관기관 간의 협력을 통해 주민 만족도를 높일 서비스를 운영하겠다.

안양1동 주민자치위원들에게 하고 싶은 말이나 바라는 점이 있다면?

“주민자치회를 운영하면서 분과별 다양한 사업발굴을 통해 주민들의 의사를 반영하기 위한 노력을 다하고 있으며 분야별 사업 발굴의 주역인 분과위원회의 활발한 활동을 통해 분과별 사업을 발굴하여 총회에 회부하는 등 풀뿌리 민주주의 실현에 최선을 다하여 주심에 깊은 감사를 드린다.

향후 마을 사업 구성 시 동 전체의 변화를 이끌어낼 수 있는 공통의 목표를 설정하고 분과별 계획을 수립하여 분과 간 협력의 힘을 만들 수 있는 사업의 구성이 필요하다고 본다.

이를 통해 주민 간 화합을 이룰 수 있는 마을사업 개발로 안양1동 발전에 큰 기여를 할 수 있기를 기대한다. 이제는 행정복지센터도 변화해야 할 때라고 생각한다. 변화와 발전에 중심에는 주민자치회가 있다. 그렇기에 동행정복지센터에서도 최선을 다해 서포트하고, 협력하여 보다 양질의 복지서비스를 지원하는데 일조하겠다.

What are your thoughts on taking office as Anyang 1-dong Mayor? What are the basic operating principles of Anyang 1-dong?

“I am deeply honored and thrilled to be appointed as the head of Anyang 1-dong, a district steeped in history and culture, one of the 31 neighborhoods in Anyang City. At the same time, I feel a profound sense of responsibility as the head of this institution.

Anyang 1-dong holds a special meaning for me. It was here, on July 1, 1994, that I began my public service as an assistant secretary, where I also got married and had a son. I am thrilled to be able to work for Anyang 1-dong, which has given me such a positive start and meaningful change.

Anyang 1-dong, brimming with positive energy, holds boundless potential for growth. I will do my best to collaborate and work in harmony with the residents and staff of Anyang 1-dong, building on its boundless potential for growth and fostering positive change and innovation.

The core principles I pursue as the head of Anyang 1-dong are "Gyeongaehwarak" (敬愛和樂) and "Gyeoncheonggoeon" (見聽考言). "Gyeongaehwarak" (Kyungaehwarak) signifies fostering a harmonious and joyful community based on respect and love. I believe that quality welfare services stem from a genuine concern for and love for residents.

Furthermore, I strive to treat all residents with respect and love. I will foster a culture that respects the unique values of residents and fosters learning and growth from them. How will you develop the relationship between Anyang 1-dong and the Residents' Council?

“Anyang 1-dong is a pilot district for the Resident Autonomy Council, a move Anyang City has been pursuing to implement "resident-led village and resident autonomy." The district has been operating under a Resident Autonomy Council since 2021, transitioning from a Resident Autonomy Committee to a Resident Autonomy Council.

The origins of Anyang 1-dong's Resident Autonomy Council can be seen in the 1999 government initiative to establish Resident Autonomy Centers in towns, townships, and wards to foster resident participation. However, as these centers' functions shifted to culture, leisure, and education, their operation remained largely administratively dominated, revealing limitations.

The Resident Autonomy Centers, initially intended to foster a sense of community and democratic participation, ultimately became established as a form of administrative service. This necessitated exploring new directions for autonomous activities that could encourage voluntary participation from local residents.

Following these discussions, Anyang City adopted the Anyang 1-dong Resident Autonomy Council as a solution and pilot district. By working collaboratively with administrative agencies, local residents can independently identify and resolve local issues, providing a practical channel for resident participation.

The Residents' Autonomy Council offers a distinct advantage over existing community centers in realizing village autonomy.

Residents form subcommittees to discuss local issues, share their findings at general meetings, and ultimately, formulate a budget. By naturally embracing this democratic process, residents experience a sense of community democracy and a growing sense of participation.

Furthermore, when residents' ideas are implemented into actual projects, they experience a sense of accomplishment, which in turn fosters active participation, creating a virtuous cycle. This serves as the foundation for sustainable resident autonomy.

The Anyang 1-dong Residents' Autonomy Council currently encompasses a residential area centered around apartments (Samsung, Ttranche, Prugio, and Seongwon) and the popular commercial districts of Anyang 1st Street and Nambu Market in Manan-gu, offering a heterogeneous yet diverse regional landscape.

Anyang 1-dong Residents' Autonomous Council will leverage these characteristics to develop community-driven projects that strengthen communication and connectivity between residential and commercial areas, thereby helping them find a path toward mutual prosperity.”

What are Anyang 1-dong's key projects for 2025?

“As a pilot community for the Residents' Autonomous Council, all projects in our neighborhood are focused on "revitalizing resident-led resident-driven councils and implementing on-site welfare administrative services."

Representative resident-centered initiatives include holding general assemblies, publishing a community newspaper, neighborhood cleanup projects, one-day classes for residents, and operating the Love Open Market.

We will actively support the Residents' Autonomous Council projects planned for 2025 and encourage residents' direct participation in community-driven projects by gathering their input through various community activities.

Furthermore, we will promote on-site welfare administrative services to identify vulnerable families in welfare blind spots and provide tailored support to underprivileged communities, striving to enhance residents' sense of well-being.”

What are your future plans for the development of Anyang 1-dong?

“To achieve "A Village Built by Residents, A Tomorrow Opened Together," we will prioritize communication and empathy. We will listen to even the smallest voices of residents, go out of our way to hear their concerns directly, share their struggles, empathize with them, and implement administrative measures that respond to their concerns.

We will build trust through continuous communication between 15 social organizations, including the Residents' Autonomous Council, and with residents. We will ensure resident participation in all administrative processes and ensure transparency, thereby creating a village built by residents and a village opened together.

We will actively strive to strengthen resident-centered services, listen to the voices of residents, and provide customized welfare services that truly meet their needs. We believe that understanding residents' needs, or rather, their demands, is paramount to providing high-quality, resident-centered welfare services. Therefore, we will continuously communicate with residents and collaborate with staff and related organizations to operate services that enhance resident satisfaction.

We believe that the core of any public institution lies in gaining the trust and support of residents. An administrative welfare center that loses the trust of its residents will lose its value. We will transparently disclose all administrative procedures and establish an efficient work system to earn the trust of our residents.

It is safe to say that the quality welfare services we provide to residents stem from the satisfaction of the employees who operate and provide these services. “As we operate the Resident Autonomy Committee, we strive to reflect the opinions of residents by identifying diverse projects for each division. We deeply appreciate your dedication to grassroots democracy, including the active participation of the subcommittees, who play a leading role in identifying and submitting projects to the general meeting.

When developing future village projects, we believe it is crucial to establish common goals that can drive change throughout the entire district, develop plans for each division, and foster collaboration among divisions.

Through this, I hope to contribute significantly to the development of Anyang 1-dong by developing community projects that foster harmony among residents. I believe it is time for the Administrative Welfare Center to change as well. At the heart of change and development lies the Residents' Council. Therefore, the Neighborhood Administrative Welfare Center will do its utmost to support and cooperate with residents to provide better quality welfare services.

Finally, the Neighborhood Administrative Welfare Center is the public institution closest to residents, providing welfare services on the front lines.
