안양시의회(의장 박준모)가 지난 8월 22일 관양고 주변 도시개발사업 진행 과정에서 불거진 관평로 노상주차 운영 문제를 논의하기 위해 관계 기관 및 주민들과 간담회를 열었다.

관평로 노면주차 축소로 인한 주민불편 해소방안 마련을 위해 개최된 이날 간담회에는 박준모 의장을 비롯해 도시건설위원회 소속이자 의회운영위원장인 윤해동 의원, 상인회 등 주민 대표, 안양시 관계 부서, 경기도시공사(GH), 시공사 관계자들이 참석했다.

관평로 노상주차장은 도시개발사업 공사로 현재 110면 규모에  40면 수준으로 줄어들었다. 이에 주민들은 상권 접근 불편을 겪고 있으며, 민생회복 소비쿠폰으로 모처럼 활성화 기회를 맞은 전통시장 상인들은 활성화가 저해될 수 있다는 우려를 표명했다.

박준모 의장은 “시장 활성화를 위해선 주차 편의가 전제돼야 한다”며, “공사 속도에만 치중하지 말고 주민 의견을 반영한 대안을 마련해야 한다”고 강조했다.

윤해동 의원도 “조례에 따라 전통시장 인근에는 주차장을 반드시 설치해야 한다”며, “개발사업에서도 법 취지를 살려 상권 이용객 불편을 최소화해야 한다”고 말했다.

이에 대해 안양시와 GH는 “도시개발사업의 원활한 추진을 위해 불가피한 부분이 있지만 주민 불편 해소 방안을 추가 검토하겠다”고 밝혔다.

안양시의회는 앞으로도 행정·공기업·시공사와 협력해 주차 공간 부족 문제를 해결하고, 개발사업과 지역 상권 활성화의 균형을 모색할 계획이다.

On August 22nd, the Anyang City Council (Chairman Park Jun-mo) held a meeting with relevant organizations and residents to discuss the issue of Gwanpyeong-ro street parking, which arose during the urban development project surrounding Gwanyang High School.

The meeting was attended by Chairman Park Jun-mo, Councilman Yoon Hae-dong, a member of the Urban Development Committee and Chair of the Council Steering Committee, representatives from merchant associations, relevant Anyang City departments, Gyeonggi Urban Development Corporation (GH), and construction company officials.

With the urban development project reducing the Gwanpyeong-ro street parking lot from 110 to 40 spaces, residents expressed concerns about inconvenient access to the commercial district and the revitalization of traditional markets.

Chairman Park Jun-mo emphasized, "Parking convenience is a prerequisite for market revitalization. We must not focus solely on the speed of construction, but rather on developing alternatives that reflect residents' opinions." Councilman Yoon Hae-dong also stated, "According to the ordinance, parking lots must be installed near traditional markets." Anyang City and GH stated, "While some unavoidable factors are necessary for the smooth implementation of urban development projects, we will further review measures to address the inconvenience to residents."

The Anyang City Council plans to continue to work with the administration, public corporations, and construction companies to address the parking shortage and seek a balance between development projects and the revitalization of local businesses.
