지난 9월 23일 제305회 임시회 제2차 본회의에 상정된 ‘안양시 경기안양사랑상품권 관리 및 운영 조례 일부개정조례안’에 대한 음경택 안양시의회 국민의힘 대표의원(안양사)과 안양시 집행부의 질의응답을 아주 흥미진진하게 지켜봤다.

통상적으로 기초자치단체인 시·군·구 의회에 상정되는 조례안 또는 조례개정안은 소관 전문위원의 검토를 거쳐 상임위에 올라와 수정할 내용을 반영한 수정안, 수정할 내용이 없으면 원안이 의결돼 본회의에 상정된다.

소관 상임위에서 심의된 내용을 보고하면서 보고자는 “이상 보고 드린 소관 안건에 대한 심사 결과는 우리 위원회 위원님들이 심사숙고하여 의결된 사항으로 우리 위원회에서 심사한 그대로 의결해 주실 것을 당부드립니다. 이상 보고를 마치겠습니다”라고 보고를 끝낸다.

그러면 의장이 “조례안에 대하여 질의와 토론을 생략하고 OOO위원회 OOO 보고자께서 심사 보고하신 내용대로 의결하고자 하는데 이의 없으십니까”라고 물으면, 의원들이 “없습니다” 답하고, 의장이 다시 “이의가 없으시므로 전원 찬성으로 의사결정 제X항과 제XX항·……은 OOO님이 보고하신 내용과 같이 각각 가결되었음을 선포합니다”라고 조례안을 확정한다.

그런데 이날 이례적으로 음경택 의원이 안양시의회 총무경제위원회에서 만장일치로 의결된 세 개의 조례안 중 ‘안양시 경기안양사랑상품권 관리 및 운영 조례 일부개정조례안’에 대해 사전에 질의를 신청하면서 시 집행부와의 질의응답이 진행됐다.

안양시가 발의한 이번 개정안은 전자상품권(카드형)의 개인별 구매한도를 종이형은 20만원에서 30만원, 카드형은 30만원에서 70만원으로 상향해 1인당 최대 100만원까지 구매할 수 있게 하고, 할인율을 현행 최대 10%에서 20%까지 확대하는 내용 등을 담고 있다.

음경택 의원은 “이 개정 조례안은 상품권 할인율을 최대 20%까지 상향해 겉으로 보기에는 시민들의 혜택을 늘리는 것처럼 보이지만 현재의 상황을 고려할 때 매우 신중한 검토가 필요한 시점”이라며, “이 조례의 입법 취지는 소상공인들의 가계 매출 증대를 통한 지역 경제 활성화에 있으므로 발행 금액을 높여서 상품권의 유통을 활성화하는 것이 바람직하다. 할인율 한도를 20%까지 상향하는 것은 상품권을 이용하는 시민들께는 좋을지 몰라도 가맹점, 즉 소상공인들의 매출 증대에는 영향을 미치지 못한다는 데 문제가 있다”고 말했다.

음경택 의원은 이어서 수요와 공급의 불균형 문제를 지적, “현재 안양사랑 상품권은 10%의 할인율을 적용했을 때 발행 즉시 매진되고 있다. 한 달 발행 기준으로 따졌을 때 10일 이내에 다 매진이 되고 있다. 공급보다 수요가 압도적으로 많은 상황이다. 이러한 상황에서 할인율을 올리는 것은 지역 경제 활성화를 위한 목적과 맞지 않다. 상품권 판매율이 저조하다면 할인율을 올려서 발행을 촉진할 필요가 있지만 지금처럼 수요가 공급보다 훨씬 많은 상황에서 할인율을 인상할 필요는 없다”고 지적했다.

재정 건전성 문제와 관련해서 음 의원은 “100억 원 규모를 발행할 경우 할인율이 10%면 10억 원의 시민 세금이 소요된다. 20%면 20억 원이 필요하다. 이는 결국 시민 세금으로 충당할 수밖에 없다”며, “현 시점에서 불필요하게 세금을 더 쓰는 것은 재정 낭비라고 하지 않을 수 없다”고 말했다.

음경택 의원은 이어서 종이형과 카드형의 구매 한도 차이와 관련해 형평성과 공정성의 문제를 지적했다. 음 의원은 “종이형과 카드형으로 구매하는 계층에 분명 차이가 있다”며, “높은 할인율과 카드형의 구매 한도 70만 원은 일부 조기 구매자나 특정 계층의 혜택이 집중될 수 있는 부작용을 낳아 일반 시민들은 오히려 소외되는 결과를 가져올 수 있다”며 안양시 집행부에 네 가지 질문을 던졌다.

첫째, 경기 안양 사랑 상품권의 발행 목적과 취지는 무엇이며 20%의 할인율 정책이 이 조례의 발행 목적과 취지에 부합되는가?

둘째, 현재와 같이 수요가 공급을 초과하는 상황에서 20% 할인율을 적용하려는 근거와 필요성은 무엇인가?

셋째, 20%의 할인율 적용이 소상공인들에게 어떠한 도움이 되고, 지역 경제 활성화에 어떠한 영향을 미치는가?

넷째, 시 재정과 지역 경제 활성화를 고려했을 때 발행 규모를 확대하는 것과 할인율을 올리는 것 중 어느 것이 더 바람직하며, 20% 할인율을 적용하는 정책이 과연 지속 가능한 정책인가?

답변에 나선 안양시 신영수 기획경제실장은 “현재 우리 시는 안양사랑상품권의 할인율이 10%로 제한되어 있으며 이에 대한 예외 규정은 없는 상황”이라며, “지역경제 활성화의 필요성이 있어 시 재정을 긴급하게 투입해야 하는 경우에도 대응에 한계가 분명한 상황이다. 반면 경기도 31개 시·군 중에 5개 시군인 고양시, 군포시, 김포시, 동두천시, 여주시는 할인율 제한 규정이 없다. 또한 나머지 시·군 중 대부분인 18개 시군도 시장이 할인율을 별도로 정할 수 있는 예외규정을 두어 자율성을 보장하고 있다. 이는 코로나19와 같은 상황으로 급격한 경기 침체 시 지자체에서 의회와 협의하여 중앙 정부와 별도로 긴급하게 대응할 수 있는 근거를 만들어 놓은 것이다. 총무경제위원회에서 기존의 한도를 10%에서 20% 올린 것은 한도가 아예 존재하지 않는 타 지자체 대비 과도하지 않다고 판단했던 것이다. 또한 조례 사항의 상황과 실제 적용되는 할인율은 다르며, 이에 대해서 얼마든지 의회에서 예산의 조정을 통해서 충분히 통제할 수 있다고 판단해서 총무경제위원회에서 통과시킨 것으로 알고 있다”고 답했다.

이에 음경택 의원이 재차 질의에 나서 “신영수 기획경제실장님께서 말씀하신 거는 조례 개정의 취지나 필요성을 말씀해 주신 것”이라며, “제가 20% 할인율 정책이 조례의 목적에 부합하느냐, 수요가 공급을 초과하는 상황에서 20%의 할인율을 적용하는 근거와 필요성은 뭐냐, 20% 할인율 적용이 소상공인들께 어떠한 영향을 미치느냐, 시 재정과 지역 경제 활성화를 고려했을 때 발행 규모를 늘리는 것과 할인율 20%를 적용하는 것 중 어느 것이 적절하냐 이거를 여쭤봤다. 질문에 대한 답변을 하셔야지 원론적인 입장을 말씀하시면 어떡하나”라며 재차 답변을 요구하고, 박준모 의장에게는 답변이 끝난 후 조례안 표결을 요청했다.

박준모 의장이 의원들에게 또 다른 질문이 있는가 물었다. 그러자 윤경숙 의원((더불어민주당, 안양라)이 발언권을 요청했다.

윤경숙 의원은 “지금 정부가 민생 경제 회복에 온 힘을 쏟고 있으며 지역화폐를 대폭 확장시켰다. 거기에 발맞춰서 안양시도 대응하는 입장”이라며, “경기도 31개 시·군 중에 18곳이 추가 할인율 조례 예외규정을 두고 있다. 지금 음경택 대표님께서 말씀하신 그 네 가지 사항을 다 들어보면 안양시 경제만을 바라보고 있는 편협한 시각에서 비롯된 것이다. 안양시 이외 경기도 31개 시군이 지역 경제가 연동되고 있고 민감하게 서로 영향을 주고받고 있다. 코로나19라는 긴급 경제 상황이 발생했을 때 성남시의 경우 지역 화폐 할인율을 15%로 인상 판매하여 내수 경제를 회복시킨 사례가 있다. 안양시도 할인율 규정을 두고 있어야 인접 지역에서 할인했을 때 발맞춰서 대응을 할 수 있다. 우리 안양시의 소상공인과 자영업자의 매출 감소로 이어지지 않도록 대비하기 위해서 20% 추가 할인 규정은 적합하다. 안양시가 발 빠르게 잘 대응하고 있다. 이렇게 생각해서 총무경제위원회에서 만장일치로 여야 없이 통과시킨 것이다. 이점 유념해 주시기 바란다”고 말했다.

그러자 음경택 의원이 다시 발언권을 얻어 “참 답답하고 아쉽다. 저는 분명히 집행기관에 질문을 요청했다. 박준모 의장께서 조금 전에 ‘또 질문하실 의원님 계십니까’라고 했고 윤경숙 의원님께서 손을 들어서 답변석으로 나온 걸로 알고 있다. 답변을 요청한 게 아니라 질문할 의원 있냐고 여쭤봤다. 그런데 나와서 하시는 말씀 중에 저의 발언 내용이 ‘편협한 시각이다’ 이러한 표현을 하셨다. 시민의 대변자이고 시민의 대의기관이다. 다양한 의견이 공존해야 되고 공존할 수 있다. 자신의 생각과 다르다 해서 이거를 편협한 시각으로 매도하는 행태는, 시민의 대변자로서 이러한 이야기가 나오는 것 자체가 참 부끄럽다는 말씀을 드린다. 다양한 의견, 다름을 인정하는 안양시의회가 되었으면 좋겠다”며, “다시 한 번 집행기관에 요청한다. 제가 질문한 네 가지에 대해서 최대호 시장님, 아니면 기획경제실장님 나오셔서 답변 해 주시기 바란다”고 말했다.

결국 최대호 안양시장이 답변에 나섰다. 최대호 시장은 “민생 경제를 살리고 또 지역 경제 소상공인 자영업자를 살리는 데 함께 협력해야 된다”며, “할인율에 대한 목적과 취지에 대해서는 이미 다나와 있다. 민생이 너무 어렵다. 우리가 모든 걸 다 내주고서라도 민생 경제를 살려야 되겠다는 점에 대해서는 모든 국민이 공감한다. 앞으로도 시는 어려울 때 재정을 확충해서라도 경제를 활성화시키는 것이 또 다른 책무가 아닌가 생각한다. 안양사랑상품권 수요가 공급을 많이 앞서고 있다. 너무나 빨리 매진되기 때문에 좀 늘리든지 아니면 인터넷이라든지 스마트폰이 느린 분들에 대한 별도의 대책이 필요하지 않겠느냐 이런 고민도 들었다. 앞으로 어떻게 하면 더 많은 시민들이 차별 없이 골고루 혜택을 받을 수 있을까 고민을 해보겠다. 세 번째 20% 할인을 했을 때 소상공인과 자영업자 또 지역경제 활성화에 얼마나 보탬이 될 것이냐는 점에 대해서도 물론 다다익선이라는 말이 있지만 솔직히 부담되는 것이 사실이다. 재정을 총 지휘 감독하고 집행하는 시장 입장에서는 돈 나올 곳은 정해져 있는데 쓸 곳은 많다 보니 대단히 어려운 게 사실이다. 하지만 자영업자, 소상공인들에도 20% 확장 재정을 통해서라도, 또 발행 규모를 확장해서라도 다양한 시민들에게 더 많은 기회를 줄 필요가 있지 않을까 생각해서 고심 끝에 (개정안이) 나왔다는 말씀드리겠다. 네 번째 시 재정 확대와 또 발행액 확대에 대해서 어떤 상관관계 대비를 말씀하셨다. 발행을 하게 됨으로써 다양한 계층의 시민들이 골고루 혜택을 받을 수 있는 기회를 주는 기회제공 문제, 또 발행에 따른 재정에 대한 문제, 이런 문제를 종합적으로 고려해서 해주신 말씀을 잘 참고하겠다. 오늘 통과시켜 주시면 일방적으로 시장이 자유권을 행사하지 않고, 의회와 더 많이 소통하고 더 많이 고민하겠다. 확대재정을 확충한다고 했을 때도 더 많이 소통하고 또 양해를 구하는 범위 내에서 발행하고 집행하겠다”고 말했다.

박준모 의장이 토론을 종결하고 조례안을 표결에 부쳤다. 표결 결과는 재석 18명에 찬성 11명, 반대 5명, 기권 2명으로 조례안이 본회의를 통과해 확정됐다.

기자는 의회 방청 이후 음경택 의원을 직접 만나 “안양사랑상품권 할인율을 20%까지 높이려는 진짜 이유를 무엇이라 보는가”라고 물었다.

음 의원은 “내년 제9회 동시지방선거를 앞두고 안양사랑상품권의 할인율을 높이는 선심성 정책을 펼치려는 것 아닌가라는 합리적 의심이 있다”며, “2017년도에 총무경제위원회가 ‘안양사랑상품권 관리 및 운영 조례안’을 발의해 제정할 때 상황과 지금 상황이 똑 같다. 다음해인 2018년도에 지방선거를 앞두고 있었다, 당시 야당이었던 더불어민주당 의원들로부터 ‘선거를 위한 선심성 정책을 펼치려는 것 아니냐’는 비판이 있었다”고 말했다.

이번 조례안을 입안한 안양시 지역경제과를 방문해 담당자의 의견도 들어봤다. 그는 “지역상품권을 확대하라고 국비가 지원됐을 때 할인율이 10%로 정해져 있으면 운신의 폭이 적기 때문에 조례안 개정의 필요성이 제기된 것이 사실”이라며, “지난해와 달리 올해는 안양사랑상품권이 발행되자마자 바로 소진되지는 않았다”고 자료를 보여줬다.

그 자료에 따르면 안양사랑상품권은 올해 카드형이 1월에는 1차는 하루 만에 소진되고 2차는 미소진됐다. 2월에 24일, 3월에 26일, 4월에 22일이 소요되는 등 할인율 상향의 필요성이 전혀 없지 않았다. 5,6월은 1일, 7월은 2일, 8월은 15일 걸려 소진됐다. 종이형은 1월에는 1차, 2차 다 미소진됐고, 2월 24일, 3월 20일, 4월 10일, 5월 9일, 6월 13일, 7월 11일, 8월 11일 걸렸다.

어쨌든 ‘안양시 경기안양사랑상품권 관리 및 운영 조례 일부개정조례안’과 관련된 질의응답을 방청하면서 기자도 “10% 할인율에도 발행되자마자 소진되는 상품의 할인율을 20%까지 높이려 하는 이유가 무엇일까? 내년 선거를 대비해 선심성 정책을 펴려는 것인가”라는 의구심을 가진 것이 사실이다.

음경택 의원의 문제제기로 시작된 조례안 처리과정을 지켜보며 몇 가지 아쉬움이 남는다.

음 의원은 조례안에 대해 질의를 하겠다고 미리 박준모 의장에게 신청을 했고, 자신이 질의한 내용을 가지고 안양시 기업경제과와도 협의를 했다고 말했다. 그렇다면 담당 실장은 내용을 미리 파악하고 음 의원의 질문에 제대로 답했어야 하는데 그러지 못했다. 의회 또는 담당부서와의 소통부족이거나 준비소홀로 보아야 할 것이다.

조례안이 안양시의회 총무경제위원회에서 만장일치로 통과된 것도 문제로 보인다. 여야를 막론하고 안양시의회 총무경제위원들은 음경택 의원이 제기한 문제의식을 왜 갖지 못했을까? 음 의원의 질의 내용은 당연히 총무경제위원회에서 한번 걸러져야 했다.
