안양시의회 허원구 의원(국민의힘, 안양마)이 지난 10월 13일 안양시의회 소회의실에서 ‘안양시 자율방범대 지속가능한 지원과 발전을 위한 토론회’를 개최했다.

이번 토론회는 지역사회 안전의 최일선에서 활동하는 자율방범대의 지속가능한 운영과 역량 강화를 위한 정책적·제도적 지원 방향을 논의하기 위해 마련됐다. 이날 행사에는 시민과 전문가, 자율방범대 관계자 등 50여 명이 참석해 생생한 현장 의견을 나눴다.

허원구 의원이 좌장을 맡아 진행한 토론회에서는 신현기 한세대학교 경찰행정학과 교수가 주제발표에 이어 주성철 동안구 자율방범연합대장, 이혁재 만안구 자율방범연합대장, 임종헌 칼빈대학교 국제대학원 교수, 강문봉 한세대학교 평생교육원 교수, 권승택 안양시 자치행정과장이 패널로 참여해 다양한 시각의 의견을 주고받았다.

신현기 교수는 “자율방범대는 시민 안전을 지키는 핵심 조직으로, 제도적 기반이 뒷받침돼야 한다”며, 지속가능한 운영을 위한 법적 지원의 필요성을 강조했다.

주성철 대장은 동안구 자율방범대의 활동 사례를 중심으로 향후 발전 방향을 제시했고, 이혁재 대장은 법적 한계와 제도 개선의 필요성을 지적했다.

임종헌 교수는 독일의 치안 협력 사례를 통해 시민참여형 방범활동의 방향성을 설명했으며, 강문봉 교수는 싱가포르의 제도적 지원 체계를 비교하며 법적 권한 보장의 중요성을 강조했다.

권승택 자치행정과장은 안양시의 예산지원 현황과 향후 행정적 지원 방안을 공유했다.

이날 논의에서는 △자율방범대의 인적·재정적 안정성 확보, △법적·제도적 지원 체계 마련, △청년층 참여 확대를 통한 조직 활성화, △시민 인식 제고 및 협력 강화 등이 주요 과제로 제시됐다.

허원구 의원은 “자율방범대는 우리 지역사회의 안전을 지키는 든든한 버팀목”이라며, “이번 토론회를 계기로 자율방범대가 안정적이고 지속가능하게 활동할 수 있도록 시의회 차원의 제도적 지원과 정책적 노력을 아끼지 않겠다”고 말했다.

Anyang City Council Member Heo Won-gu (People Power Party, Anyang-ma) hosted a forum titled "Forum on Sustainable Support and Development of Anyang City's Voluntary Neighborhood Watch" in the Anyang City Council's small conference room on October 13th.

The forum was designed to discuss policy and institutional support for the sustainable operation and capacity building of the Voluntary Neighborhood Watch, which serves as the frontlines of community safety. Professor Lim Jong-heon explained the direction of citizen-participatory crime prevention activities through the example of German public security cooperation, while Professor Kang Moon-bong emphasized the importance of securing legal authority by comparing Singapore's institutional support system.

Director Kwon Seung-taek of the Autonomous Administration Division shared Anyang City's budgetary support status and future administrative support plans. The discussion that day presented key tasks as follows: securing the human and financial stability of the autonomous neighborhood watch, establishing a legal and institutional support system, revitalizing the organization by expanding youth participation, and raising public awareness and strengthening cooperation.
