안양시의회 이동훈 총무경제위원장(더불어민주당, 안양마)이 지난 10월 23일 열린 제306회 임시회 제2차 본회의에서 5분 자유발언을 통해 비산3동 안양 매곡지구 공사와 관련한 주민 안전대책 미비와 LH의 일방적인 사업 추진을 강하게 비판했다.

이동훈 위원장은 “지난 제291회 임시회에서 매곡지구 착공에 따른 주민 안전 대책을 촉구한 지 1년 8개월이 지났지만, 여전히 뚜렷한 대안이 없다”며, “LH는 공사계획서와 교통영향평가 등 핵심 자료를 제출하지 않은 채 공사를 강행하고 있다”고 지적했다.

또한 “주민들이 수차례 요구한 공청회조차 ‘주민설명회’로 대체해 실질적인 의견수렴 절차를 무시했다”며, “이는 공공사업의 기본인 투명성과 신뢰를 훼손하는 행태”라고 비판했다.

이동훈 위원장은 LH와 안양시에 △공사계획의 사전 공개 및 주민공청회 개최 △실질적인 안전대책 마련 △주민·LH·시·의회가 함께하는 4자 협의체 구성을 촉구했다.

이어 “요구가 이행되지 않을 경우, LH의 번복된 답변과 무책임한 대응 사례를 공개하겠다”며 강경한 입장을 밝혔다.

안양 매곡지구는 비산3동 일원 약 3만4천평 규모의 공공주택지구로, 2019년 지구 지정 이후 2025년 4월 부지 조성공사에 착수했다. 인근에는 종합운동장 동측·북측 재개발지구와 비산초교 주변지구가 인접해 있다.

Criticizes LH's Unilateral Project Push

Anyang City Council Member Lee Dong-hoon (Democratic Party of Korea, Anyang 6) strongly criticized the inadequate safety measures for residents related to the construction project in Anyang's Maegok District in Bisan 3-dong and LH's unilateral project push during a five-minute free speech at the second plenary session of the 306th extraordinary session held on October 23rd.

Council Member Lee Dong-hoon stated, "It's been a year and eight months since I urged residents to take safety measures for the commencement of construction in the Maegok District during the 291st extraordinary session, but there is still no clear alternative. LH is pushing ahead with construction without submitting key documents, such as the construction plan and traffic impact assessment." He also criticized the district, saying, "Even the public hearings residents have repeatedly requested were replaced with 'resident briefing sessions,' ignoring the process of gathering practical opinions." He added, "This undermines the transparency and trust that are fundamental to public projects."

Councilman Lee Dong-hoon urged LH and Anyang City to: 1) disclose the construction plan in advance and hold public hearings for residents; 2) establish practical safety measures; and 3) form a four-party consultative body involving residents, LH, the city, and the council.

He further asserted a strong stance, saying, "If my demands are not met, I will disclose examples of LH's inconsistent responses and irresponsible responses."

Meanwhile, Anyang Maegok District is a public housing district spanning approximately 34,000 pyeong (approximately 110,000 square meters) in Bisan 3-dong. After being designated as a district in 2019, land development began in April 2025. The area is adjacent to the redevelopment zones east and north of the sports complex and the area surrounding Bisan Elementary School.
