안양시의회 조지영 의원(더불어민주당, 안양6)이 대표 발의한 ‘안양시 공공서비스디자인 기본 조례’가 제306회 임시회 본회의를 통과했다. 이로써 안양시는 전국 기초자치단체 가운데 최초로 공공서비스디자인 관련 조례를 제정하게 됐다.

이번 조례는 정책의 기획부터 집행, 평가에 이르기까지 시민이 직접 참여해 행정서비스를 함께 설계하는 ‘공공서비스디자인’ 개념을 행정 전반에 도입하기 위한 제도적 기반을 마련한 것이다.

조지영 의원은 “행정안전부는 2014년부터 공공서비스 개발과 개선을 위해 시민, 공무원, 서비스디자이너가 함께 참여하는 ‘국민디자인단’ 제도를 운영하고 있다”며, “안양시 역시 수요자 중심의 행정으로 나아가기 위해 이번 조례를 마련했다”고 설명했다.

조례안은 △정책디자인단 구성, △공공서비스디자인 추진을 위한 교육 및 홍보, △운영·개발 모델 구축, △예산지원 및 성과 포상 등을 규정해 시민참여 거버넌스의 체계 구체화 등을 주요내용으로 하고 있다.

이번 조례 제정으로 안양시는 시민 중심의 행정혁신을 제도적으로 추진할 수 있는 기반을 갖추게 되었으며, 향후 행정안전부의 공공서비스디자인 관련 사업에서도 선도적인 모델로 자리매김할 것으로 기대된다.

조지영 의원은 “이제 행정은 공급자 중심이 아닌, 시민이 함께 만들어가는 참여형 서비스로 전환되어야 한다”며, “이번 조례를 통해 안양시가 시민의 삶과 가장 가까운 행정을 실현하는 혁신 도시로 발전하길 바란다”고 말했다.

The "Anyang City Basic Ordinance on Public Service Design," sponsored by Anyang City Council Member Cho Ji-young (Democratic Party of Korea, Anyang 6), passed the plenary session of the 306th Extraordinary Session. This makes Anyang the first local government in Korea to enact a public service design-related ordinance.

This ordinance establishes the institutional foundation for introducing the concept of "public service design," where citizens directly participate in the design of administrative services, from policy planning to implementation and evaluation, across all administrative processes.

Council Member Cho Ji-young explained, "Since 2014, the Ministry of the Interior and Safety has operated a 'National Design Group' system, in which citizens, public officials, and service designers participate to develop and improve public services. Anyang City has also enacted this ordinance to advance toward a user-centered administration." The ordinance concretizes a citizen-participatory governance system by stipulating the formation of a policy design team, education and promotion for public service design, establishment of an operation and development model, and budgetary support and performance awards.

With the enactment of this ordinance, Anyang City has established a foundation for institutionally promoting citizen-centered administrative innovation and is expected to establish itself as a leading model for future public service design projects by the Ministry of the Interior and Safety.

Councilmember Cho Ji-young stated, "Administration must now transition from a provider-centric approach to participatory services created by citizens. I hope that through this ordinance, Anyang City will develop into an innovative city that realizes an administration that is closely connected to the lives of its citizens."
