경기도의회 미래과학협력위원회 김철현 의원(국민의힘·안양2)이 지난 10월 27일 안양시의회 소회의실에서 열린 ‘안양시 소상공인 지원방안을 위한 정책토론회’에 참석해 지역 상권의 지속가능한 성장 기반 구축 필요성을 강조했다.

이번 토론회는 안양시의회 김정중 의원(국민의힘, 안양가, 총무경제위원회) 주관으로 열렸으며, 세대공감소통연구소 송은옥 대표의 주제 발표에 이어 김철현 의원을 비롯한 4명의 패널이 참여해 소상공인 지원정책의 방향을 논의했다.

김철현 의원은 “안양시는 과거 산업·교육·문화의 중심지로 성장했지만, 현재 전통시장과 원도심 상권은 시설 노후화와 공실 증가, 임대료 부담 등 복합적인 문제에 직면해 있다”며, “단기적 점포 지원을 넘어 상권 전체를 대상으로 한 종합적 재생 전략이 필요하다”고 지적했다.

이어 “현행 정책은 상인회 중심으로 운영돼 비조직 점포나 영세 골목상권이 소외되는 한계를 보인다”며, “상인회와 비조직 점포, 청년 창업자 등이 함께 참여할 수 있는 개방형 협의체를 구성하고, 다층적 상권 조직을 지원해야 한다”고 제안했다.

김철현 의원은 또한 △도시재생과 상권활성화 연계, △생활인프라 현대화, △민관협력 기반의 상권 모델 구축, △디지털 전환 및 데이터 기반 상권 정책 마련 등 ‘안양형 소상공인 지원전략’을 제시하며, “상권 회복을 위한 체계적 접근이 필요하다”고 강조했다.

김철현 의원은 끝으로 “안양시 지역경제의 활력 회복은 소상공인과 전통시장을 보호·지원하는 데서 출발한다”며, “경기도시장상권진흥원과 안양시상권활성화센터 간 협력을 강화하고, 국비·도비 확보를 통해 안양형 상권 활성화 모델을 완성해 나가겠다”고 말했다.

이날 토론회에는 김철현 의원을 비롯해 봉필규 안양남부시장상인회장, 최광석 안양시소상공인연합회장, 김성대 안양시 기업경제과장 등 관계자와 시민 80여 명이 참석해 지역 상권 활성화를 위한 다양한 의견을 나눴다.

He emphasized, "A systematic approach is needed to revitalize the commercial district." Finally, Assemblyman Kim Cheol-hyeon stated, "Revitalizing Anyang's local economy begins with protecting and supporting small businesses and traditional markets." He added, "We will strengthen cooperation between the Gyeonggi Market Promotion Agency and the Anyang City Commercial District Revitalization Center and secure national and provincial funding to complete the Anyang-style commercial district revitalization model."
