경기도의회 교육기획위원회 소속 김현석 의원(국민의힘, 과천)이 지난 10월 30일 안양과천교육지원청 및 과천교육지원센터 관계자들과 함께 실무회의를 열고, 과천 단설 교육지원청 신설을 위한 구체적인 논의에 착수했다.

이번 회의는 지난 10월 26일 국회를 통과한 ‘지방교육자치에 관한 법률 일부개정법률안’으로 통합교육지원청의 분리 및 신설이 제도적으로 가능해진 데 따른 후속 조치다. 참석자들은 신설 추진 일정, 조직 구성, 예산 확보 등 실질적인 절차를 논의했다.

김현석 의원은 “이번 법 개정은 과천처럼 급변하는 교육 수요를 가진 지역이 독립적인 교육행정 체계를 갖출 수 있는 제도적 기반을 마련한 의미 있는 변화”라며, “이제는 구체적인 실행계획 수립과 예산 확보가 시급하다”고 강조했다.

현재 경기도에는 두 개 시를 관할하는 통합교육지원청(구리·남양주, 화성·오산, 광주·하남, 동두천·양주, 군포·의왕, 안양·과천) 6개가 운영되고 있으나 지역 교육행정의 효율성과 접근성 한계로 인해, 분리 필요성이 꾸준히 제기돼 왔다.

김 의원은 제11대 경기도의회 전·후반기 동안 교육행정위원회와 교육기획위원회에서 활동하며 통합교육지원청 분리·신설을 지속적으로 요구해왔다. 특히 지난해 11월 정례회 5분 자유발언과 행정사무감사를 통해 “과천 단설 교육지원청 신설”을 공식적으로 촉구한 바 있다.

김현석 의원은 “단설 교육지원청 신설은 단순한 행정 개편이 아니라 지역 교육의 방향을 새롭게 설계하는 일”이라며, “경기도교육청과 과천시가 각자의 역할을 명확히 하고 긴밀히 협력해야 실질적인 성과를 낼 수 있다”고 말했다.

그는 이어서 “도교육청은 행정적 지원을, 과천시는 지역 여건 조성을 담당해야 한다”며, “상호 신뢰와 협력에 기반한 추진체계가 중요하다”고 덧붙였다.

또한 “도의회에서도 관련 제도적 지원과 예산 확보에 최선을 다하겠다”며, “시민과 학부모가 체감할 수 있는 교육행정 변화가 이뤄지도록 끝까지 함께하겠다”고 밝혔다.

이번에 통과된 ‘지방교육자치에 관한 법률 일부개정법률안’은 교육지원청의 관할 구역과 운영 사항을 시·도 조례로 정할 수 있도록 규정했으며, 공포 6개월 후 시행될 예정이다.

Currently, Gyeonggi Province operates six integrated education support offices (Guri-Namyangju, Hwaseong-Osan, Gwangju-Hanam, Dongducheon-Yangju, Gunpo-Uiwang, and Anyang-Gwacheon) covering two cities. However, due to limitations in efficiency and accessibility of local education administration, the need for separation has been consistently raised.

Representative Kim consistently called for the separation and establishment of an integrated education support office during the first and second halves of the 11th Gyeonggi Provincial Council, serving on the Education Administration Committee and the Education Planning Committee. In particular, he officially called for the establishment of a separate Gwacheon education support office during a five-minute free speech at a regular session and during an administrative audit last November. Rep. Kim Hyun-seok stated, "The establishment of a new standalone Office of Education is not simply an administrative overhaul; it is about redesigning the direction of regional education."
