의왕시의회 한채훈 의원이 대표발의한 ‘의왕시 환경친화적 현수막의 사용 및 현수막 재활용 활성화 조례’가 11월 20일부터 시행되면서, 환경친화적 현수막 사용 확대를 위한 후속 정책 마련이 필요하다는 목소리가 높아지고 있다.

한채훈 의원에 따르면 의왕시에서는 매년 2,500개 이상의 행정 현수막이 제작되고 있으나, 환경친화적 소재를 사용한 사례는 아직 없는 실정이다. 또한 올해 상반기 기준 3,882개의 현수막 가운데 재활용된 수량은 120개에 그쳐 재활용률이 매우 낮은 수준으로 나타났다. 현수막 1매(약 10㎡) 폐기 시 약 4.03kg의 온실가스가 발생하는 점을 고려하면 개선 필요성은 더욱 크다.

이번 조례는 이러한 문제를 해결하기 위해 환경친화적 소재 사용을 제도적으로 확대하고, 폐현수막의 체계적 재활용을 가능하게 하는 기반 구축에 중점을 두고 있다. 주요 내용은 △환경친화적 현수막 사용 촉진 및 재활용 활성화 계획 수립 △공공·광고 목적 현수막의 친환경 소재 사용 확대 △환경친화적 현수막 전용 게시대 운영 △폐현수막 수거·재활용 시스템 구축 △재활용 제품 개발 및 지원사업 추진 △환경교육 및 시민 홍보 강화 △기관 간 협력체계 마련 등이다.

한채훈 의원은 “현수막은 사용 기간이 짧고 대부분 폐기돼 환경 부담이 크다”며, “공공기관이 먼저 친환경 현수막 사용에 앞장서고, 재활용 체계를 강화해 의왕시가 자원순환과 탄소중립을 실현하는 데 기여해야 한다”고 강조했다. 이어 “친환경 현수막 전용 게시대 운영, 관내 제작업체 조사, 시민 참여 방안 등 구체적 정책을 집행부와 함께 마련해 의왕시가 지속 가능한 RE100 도시로 나아갈 수 있도록 하겠다”고 밝혔다.
