국회 예산결산특별위원회 여당 간사로서 728조원 국가예산 심사를 총괄한 더불어민주당 이소영 의원(의왕시·과천시)은, “의왕·과천의 미래성장 기반을 마련할 핵심사업과 주민 삶의 질을 높일 생활인프라 예산 총 327.2억 원을 2026년도 정부안에서 증액시켰다”고 밝혔다.

이소영 의원은 이번 예산안 심사에서 여야 합의 도출과 법정기한 내 본회의 통과를 이끄는 데 중심적 역할을 하며, 지역 핵심 과제들도 함께 관철시켰다.

이소영 의원이 지역 발전을 위해 확보한 핵심예산으로는, ▲당초 정부안보다 각각 100억씩 추가 확보된 인동·월판선 건설 사업비(총 200억 증액) ▲정부과천청사 재창조를 위한 연구용역비 3억이다.

인동·월판선은 수도권 남부 교통 혼잡 완화와 출퇴근 편의 개선을 위해 반드시 필요한 핵심 SOC 사업으로, 의왕·과천 시민이 직접 체감하게 될 광역철도망 확충 예산이 대규모 반영되었다. 정부과천청사 재창조 연구용역은 지차체 차원을 넘어 행정안전부 차원의 국가적 연구가 진행된다는 점, 안전·기능·효율성 관점에서 과천청사의 미래 방향을 설계하는 첫 단계 예산이라는 점에서 의미가 크다.

과천의 경우, ▲전시·교육 등 문화 인프라 질적 향상을 위한 국립현대미술관 과천관 운영 지원을 위한 예산 71.6억 증액과 더불어 ▲조경·녹지 사업 확대를 위한 과천 조경산업 활성화 지원예산 1억이 반영됐다.

아울러, 이 의원의 노력으로 통합돌봄서비스 시범사업 지원대상이 모든 지자체로 확대되면서, 당초 지원대상에 제외되어 있었던 의왕시와 과천시도 통합돌봄 기회가 주어질 예정이다.

As the ruling party floor leader of the National Assembly's Special Committee on Budget and Accounts, Rep. Lee So-young (Uiwang and Gwacheon) of the Democratic Party of Korea, who oversaw the review of the KRW 728 trillion national budget, announced, "In the 2026 government plan, we have increased the budget by a total of KRW 32.72 billion for core projects that will lay the foundation for future growth in Uiwang and Gwacheon and for living infrastructure that will enhance the quality of life for residents."

Rep. Lee played a key role in reaching a bipartisan agreement during the budget review and ensuring its passage in the plenary session within the statutory deadline, while also ensuring the implementation of key regional projects. Representative Lee So-young secured key budgets for regional development, including: ▲ KRW 10 billion more each for the construction of the Indong and Wolpan Lines (a total increase of KRW 20 billion) compared to the original government proposal; and ▲ KRW 300 million for a research project to reinvent the Gwacheon Government Complex.

The Indong and Wolpan Lines are essential social overhead capital projects to alleviate traffic congestion in the southern Seoul metropolitan area and improve commuting convenience. A large portion of the budget for expanding the metropolitan railway network, which will directly benefit the citizens of Uiwang and Gwacheon, has been allocated. The research project for reinventing the Gwacheon Government Complex is significant in that it is a national study conducted by the Ministry of the Interior and Safety, not just at the local government level. It also represents the first step in designing the future direction of the Gwacheon Government Complex from a safety, functionality, and efficiency perspective.

Additionally, KRW 3.36 billion was allocated for the purchase of the Uiwang Police Station parking lot to address the growing demand for public safety in Uiwang due to urban expansion, and KRW 1.8 billion was allocated for a pediatric emergency medical service competition to address the gap in pediatric emergency medical services. In Gwacheon, a budget increase of KRW 7.16 billion was allocated to support the operation of the National Museum of Modern and Contemporary Art, Gwacheon Branch, to qualitatively improve cultural infrastructure, including exhibitions and education. In addition, KRW 100 million was allocated to support the revitalization of the Gwacheon landscaping industry to expand landscaping and green space projects.

Furthermore, thanks to Representative Lee's efforts, the Integrated Care Service pilot project has been expanded to all local governments. This expansion will now provide opportunities for integrated care to Uiwang and Gwacheon, which were initially excluded from the program.
