경기도의회 건설교통위원회 서성란 의원(국민의힘·의왕2)이 대표발의한 ‘경기도 도로점용공사장 교통소통대책에 관한 조례 일부개정조례안’이 지난 12월 23일 제6차 건설교통위원회 회의에서 수정안으로 통과됐다.

이번 조례 개정은 도로점용공사로 인한 교통 혼잡과 안전사고를 줄이기 위해 경기도 차원의 관리·점검 책임을 명확히 하고, 현장에서 실효성 있는 교통소통대책이 이행되도록 제도를 보완하는 데 초점을 맞췄다.

개정안에는 도로점용공사로 발생하는 교통 혼잡과 안전 문제에 대해 도지사의 책무를 명시하고, 교통소통대책 수립 대상 공사의 사업면적·공사 기간 등 세부 기준을 도지사가 정할 수 있도록 하는 내용이 담겼다. 또한 어린이·노인·장애인 보호구역이 포함된 공사의 경우 통행안전시설 설치와 보행로 확보 등 보행 안전 사항을 교통소통대책에 추가 반영하도록 요구할 수 있는 근거를 마련했다.

아울러 교통소통대책 이행 점검과 자문 과정에서 기존 교통·도로 분야 중심이던 전문 영역을 안전·건설 분야까지 확대하고, 경기도의회 의원이 자문회의에 참여할 수 있도록 해 현장성과 책임성을 함께 강화했다.

서성란 의원은 “도로점용공사는 일상적으로 반복되지만, 그로 인한 불편과 위험은 도민에게 전가되는 경우가 많았다”며 “교통소통대책이 형식적인 서류에 그치지 않고 현장에서 실제로 작동하도록 관리 책임과 기준을 분명히 해야 한다”고 말했다.

이어 “이번 조례 개정은 경기도가 도로점용공사 전반의 교통 관리와 보행 안전을 다시 점검하는 출발점”이라며 “공사를 제한하는 것이 목적이 아니라, 도민의 일상과 안전을 지키는 방향으로 제도가 작동하길 기대한다”고 밝혔다.

This amendment focuses on clarifying Gyeonggi Province's responsibility for management and inspection to reduce traffic congestion and safety accidents caused by road occupancy construction, and improving the system to ensure effective on-site traffic flow measures.

The amendment clarifies the governor's responsibilities for traffic congestion and safety issues arising from road occupancy construction and allows the governor to set detailed criteria for construction sites subject to traffic flow measures, such as the project area and construction period. Furthermore, for construction projects that include protection zones for children, the elderly, and people with disabilities, the law provides grounds for requiring pedestrian safety measures, such as the installation of traffic safety facilities and securing pedestrian paths, to be incorporated into traffic flow measures.

Furthermore, the scope of expertise, previously focused on transportation and roads, has been expanded to include safety and construction during the traffic flow implementation review and advisory process. Furthermore, Gyeonggi Provincial Council members have been allowed to participate in advisory meetings, strengthening on-site effectiveness and accountability.

Councilmember Seo Seong-ran stated, "Road occupancy construction is a common occurrence, but the resulting inconvenience and risks are often passed on to residents.
