미국 트럼프 전 대통령의 재등장을 변수로 한 국제질서 변화와 국가 권력 약화 속에서 시민사회가 위기 대응과 생존 전략을 논의하는 긴급 집담회를 열었다.

‘개헌개혁행동마당’(상임의장 송운학)은 지난 12월 23일 서울 안국역 인근 천도교 수운회관에서 동참·연대 단체들과 함께 ‘세계정세 요동과 국가권력 약화 등 국내외 위기중첩시대, 대한국민이 나아갈 길을 주제로 ‘주권자와 함께 동고동락한 시민사회, 2025년 송년 집담회’를 개최했다. 이 자리에서는 2026년 시민사회 활동 방향과 과제가 집중 논의됐다.

식전 행사에서 김삼열 ‘민족화해협력범국민협의회’ 대표상임의장 겸 ‘독립유공자유족회’ 회장은 축사를 통해 “남북교류와 자주독립, 민족화해를 위한 일이라면 언제든지 연대하겠다”며 “시민사회가 앞장서 국민합의와 국민통합을 반드시 이뤄낼 것이라 믿는다”고 말했다.

집담회 1부 주제는 ‘국민주권시대로 가는 두 가지 흐름’이었다. 양홍관 ‘생명평화마을전국민회’ 상임의장 겸 ‘직접민주 지역자치당(준)’ 공동대표는 ‘풀뿌리 주민자치와 지역연합당이 불러올 나비효과’를 주제로 특강을 진행했다. 양 공동대표는 “현행 지방자치제도에 읍·면·동 단위의 직접선거와 파면권이 도입돼야 진정한 민주공화국이 가능하다”며 “이 같은 취지로 직접민주 지역자치당을 창당해 내년 지방선거에 참여하겠다”고 밝혔다.

이어 이승훈 ‘국가시민참여위원회’ 시민사회 추진위 운영위원장은 ‘진화하는 시민운동과 하향식 참여민주제’를 주제로 발표하며 “윤석열 탄핵 국면에서는 과거와 달리 사회대개혁 요구가 전면에 등장했다”고 진단했다. 그는 “사회대개혁위원회 출범에 이어 (가칭) ‘국가시민참여위원회’ 법제화를 추진하고 있다”며 시민사회의 참여를 요청했다.

제1부 지정토론에는 허영구 ‘우주당’(준) 대표와 유경석 ‘유라시아 평화통합연구원’ 이사장이 참여했으나, 시간 부족으로 보충 의견 제시에 그쳤다. 참석자들은 “시민사회 주요 동향과 정보를 공유하는 자리였다”고 평가했다.

2부에서는 ‘관세와 안보를 무기로 강요당한 대미 투자 협상 평가와 대안’을 주제로 토론이 이어졌다. 정성희 ‘자주연합’ 집행위원장은 ‘트럼프의 경제약탈·안보위협과 한반도 평화협력’ 발표에서 “대미 협정은 재검토가 필요하며, 한반도 평화협력과 북방경제로 전략 전환이 요구된다”고 주장했다.

반면 한설 예비역 육군준장 겸 전 ‘군사연구소’ 소장은 “협정 파기는 현실적으로 어렵다”며 “시민사회와 진보 진영이 보다 본질적인 선택을 해야 할 시점”이라고 비판했다. 그는 “다가올 격변은 위기이자 기회”라며 “국가와 국민의 이익을 기준으로 결단해야 한다”고 강조했다.

좌장을 맡은 이장희 한국외대 명예교수는 “주권자 정부를 자임하더라도 시민사회는 비판적 긴장을 유지해야 한다”며 “시민주의와 국가주의 사이의 균형이 중요하다”고 지적했다.

종합 강평에 나선 강종일 ‘한반도중립화연구소’ 소장은 “국민주권으로 가는 상향식·하향식 흐름이 충분히 교차하지 못했다”며 “국민발안과 국민소환을 포함한 개헌 요구안을 만들어 대통령과 국회에 전달하자”고 제안했다.

송운학 ‘개헌개혁행동마당’ 상임의장은 마무리 발언에서 “트럼프 스톰 2.0 시대에 대한국민의 생존 전략은 국민주권 보장과 남북교류 협력을 결합하는 것”이라며 “즉각 개헌 요구 행동에 나서겠다”고 밝혔다.

이날 집담회에는 시민사회 활동가와 전직 공직자 등 30여 명이 참석했다.

On December 23, the "Constitutional Amendment Action Forum" (Permanent Chairperson Song Un-hak) and its allies held a "2025 Year-End Roundtable" at the Cheondogyo Suun Hall near Anguk Station in Seoul. The meeting focused on the direction and challenges of civil society activities in 2026.
