경기도의회 소속 한 서기관 A 씨의 '갑질' 행위에 대해 국민권익위원회가 공무원 행동강령 위반으로 판단하고, 징계 조치를 요구했다.

도의회에 의하면 A씨는 지난해 10월 경 자신의 석사 학위 논문 작성을 위해 만든 설문조사 질문지를 부하직원들에 작성하도록 요구하는 등 개인적인 연구 활동에 직무 관계에 있는 직원을 동원한 것으로 나타났다.

이 과정에서 일부 직원은 직원전용 게시판 '와글와글'을 통해 A 씨에 대해 직위를 이용한 '갑질'로 '공무원 행동강령 위반'이라는 내용의 글을 올렸고 이후 권익위에 갑질 신고가 접수됐다.

신고를 접수한 권익위는 공무원 행동강령 제13조의2에 규정된 사적 노무 요구 금지 조항 위반에 해당하는 행위로 판단했다. 또 A 씨가 직무상 지위와 권한을 이용해 부당한 요구를 한 점에서 공무원 행동강령 제13조의3(직무권한 등을 행사한 부당한 행위의 금지)도 위반한 것으로 봤다.

이에 따라 권익위는 관련 규정에 따라 조사 결과를 도의회에 통보하고, 징계 등 필요한 조치를 하도록 권고했다. 도의회 관계자는 "권익위에서 사실 관계에 대한 통보가 왔기 때문에 징계 등 필요한 절차를 밟겠다”고 말했다.

The Anti-Corruption and Civil Rights Commission (ACRC) has determined that a clerk at the Gyeonggi Provincial Council, identified as A, violated the Civil Servant Code of Conduct for his "abuse of power." The clerk's actions constituted a violation of the Civil Servant Code of Conduct and has requested disciplinary action.

According to the provincial council, around October of last year, while working on his master's thesis, A created a questionnaire, distributed it to subordinates, and requested their responses. This included mobilizing employees in his official capacity for personal research.

During this process, some employees posted on the employee-only bulletin board "Wagle Wagle," accusing A of abusing his position and violating the Civil Servant Code of Conduct. A similar report of abuse was subsequently filed with the ACRC.
