의왕시의회 김학기 의장이 지난 1월 13일 대한민국시군자치구의회의장협의회가 선정한 제9대 의회 후반기 ‘대한민국지방의정봉사상’을 수상하는 영예를 안았다.

‘대한민국지방의정봉사상’은 전국 기초의회 의원 가운데 지방의정 발전과 주민 화합에 기여하고, 지역 현안 해결에 헌신적인 의정활동을 펼친 의원에게 수여되는 권위 있는 상이다.

김 의장은 제9대 의왕시의회 전반기에 이어 후반기 의장직을 맡아 ‘시민과 함께하는 열린 의회’ 구현을 목표로 현장 중심의 의정활동을 지속해 온 점에서 높은 평가를 받았다.

특히 인사권 독립 시행 이후 혼선이 이어지던 시기에 선제적인 조직 개편을 단행하고, 정책지원관 선발·배치를 통해 의원들의 정책 역량과 전문성을 강화했다. 아울러 전 직원의 의회직 전환을 완료하고, 의회 운영에 필요한 조례와 규칙을 전면 정비하는 등 제도적 기반을 안정적으로 구축했다.

이와 함께 연구하고 공부하는 의회 조성을 위해 의원연구단체와 정책 토론회를 적극 지원하고, 지방의회연구소 초청 전문 강의를 운영하는 등 의정활동의 질적 향상에도 힘써 왔다. 투명하고 소통하는 의회 구현을 위해 유튜브 생중계 도입과 홈페이지 개편을 통한 정보공개 확대에도 주력했다.

김학기 의장은 수상 소감을 통해 ‘이 상은 개인의 영광이 아니라 의왕시 발전을 위해 함께 노력해 온 동료 의원들과 신뢰를 보내준 16만 의왕시민 모두의 성원 덕분’이라며 ‘앞으로도 낮은 자세로 시민의 목소리를 경청하고, 전국에서 가장 살기 좋은 의왕시를 만드는 데 모든 역량을 집중하겠다’고 밝혔다.

Uiwang City Council Speaker Kim Hak-gi was honored with the 'Korea Local Council Service Award' for the second half of the 9th council, selected by the Association of City, County, and District Council Speakers of the Republic of Korea on the 13th.

The 'Korea Local Council Service Award' is a prestigious award presented to local council members nationwide who have contributed to the development of local government and resident harmony, and who have demonstrated dedication to resolving local issues.

Chairman Kim, who served as chairman for the second half of the 9th Uiwang City Council following the first half, was highly praised for his continued field-oriented legislative activities, aiming to realize an 'open council with citizens.'

Notably, during the period of confusion following the implementation of independent personnel authority, he proactively implemented organizational restructuring and strengthened the policy capabilities and expertise of council members through the selection and assignment of policy support officers. Furthermore, we have completed the transition of all staff to council positions and comprehensively reorganized the ordinances and rules necessary for council operation, thereby establishing a stable institutional foundation.
