군포시가 진행 중인 철도 지하화 관련 유럽 공무원 출장을 두고 시의원과 집행부 간의 공방이 발생하고 있다.

신금자 군포시의회 부의장(더불어민주당)이 "예산집행의 정당성이 없다"고 비판하자 시는 "악의적 흠집내기"라며 반박했다.

신 부의장은 21일 기자회견을 통해 "임기가 6개월도 남지 않은 시점에 5천만 원이 넘는 혈세를 투입해 독일 6박 8일 국외 출장을 강행하는 것은 필요성과 실효성이 없고 예산 집행의 정당성이 없다“고 비판했다.

군포시는 지난 18일부터 25일까지 6박 8일 일정으로 프랑스와 독일을 방문해 경부선·안산선 철도 지하화 및 재개발 사례를 확인하는 국외 벤치마킹을 진행 중이다. 출장에는 부시장과 관련 부서 공무원 등 5명과 민간 전문가 1명이 참여했다.

신 부의장은 "철도 지하화는 국가 단위 정책이 중심이라 기초단체장이 임기 말에 둘러본다고 성과로 이어지기 어렵다"며 "비판 여론에 시장만 쏙 빠지고 부시장을 보낸 것은 책임 회피"라고 지적했다. 또 "출장 세부 예산내역도 시의회에 제출하지 않았고, 다른 용도의 예산에서 급하게 가져다 출장 경비를 마련했다"고 주장했다.

이에 대해 군포시는 21일 입장문을 내고 “선거를 앞두고 흠집내기에 열을 올리는 처신에 안타깝다”는 입장을 밝혔다.

시는 “5천만원의 고액 출장이라는 지적에 대해서는 6명이 유럽 6박8일의 일정이고 최근의 고환율을 감안해야 한다”고 밝혔다. 또 “해당 예산은 의회가 승인한 직무관련 연수예산에서 충당했다”며 출장 후 정산보고서와 결과보고로 확인할 수 있음에도 성명을 내는 이유에는 정치적 목적이라는 의혹이 있다고 주장했다.

출장 간 시 직원들은 파리의 구도심 문화유적을 보호하기 위해 조성한 신도시 라데팡스를 방문한다. 이 곳은 철도지하화를 기본 설계로 조성된 대표적인 보행자 도시로 평가받고 있다. 독일에서는 중앙역과 포츠담 주정부 도시계획 건설부와 슈투트가르트 사례를 둘러보고 올 계획이다.
