안양시의회 음경택 의원(국민의힘, 안양사)이 대표발의한 ‘안양시 유해야생동물 먹이주기 금지에 관한 조례’가 지난 2월 5일 제308회 임시회 제2차 본회의를 통과했다.

현행 ‘야생생물 보호 및 관리에 관한 법률’에 따르면 지방자치단체장은 조례로 장소 또는 시기를 정해 집비둘기 등 유해야생동물에 대한 먹이주기 행위를 금지하거나 제한할 수 있다. 이번 조례는 상위법 위임 사항을 구체화해, 도심 내 유해야생동물 증가로 인한 생활 불편과 시설물 훼손, 질병 전파 우려 등에 체계적으로 대응하기 위한 제도적 장치를 마련했다는 점에서 의미가 있다.

조례에 따라 안양시는 ▲유해야생동물 먹이주기 금지구역 지정 ▲금지구역 내 안내표지 설치 및 홍보 ▲2027년 1월부터 금지구역 내 위반행위에 대한 과태료 부과 등 관리 방안을 단계적으로 시행할 예정이다.

음경택 의원은 “이번 조례가 집비둘기 등 유해야생동물로 인한 시민 피해를 예방하고, 보다 쾌적한 도시환경을 조성하는 계기가 되길 바란다”며 “사람과 야생동물이 조화를 이루는 건강한 도시 생태환경 조성에 기여할 것으로 기대한다”고 밝혔다.

According to the current "Wildlife Protection and Management Act," local government heads can prohibit or restrict feeding of domestic pigeons and other harmful wild animals by ordinance, specifying locations and times. This ordinance is significant in that it concretizes the mandated provisions of higher-level laws and establishes an institutional framework to systematically address the inconveniences, damage to facilities, and concerns about disease spread caused by the increase in harmful wild animals in urban areas. Councilmember Eum Gyeong-taek stated, "I hope this ordinance will serve as an opportunity to prevent damage to citizens caused by harmful wild animals, such as domestic pigeons, and create a more pleasant urban environment.
