경기도의회 건설교통위원회 서성란 의원(국민의힘, 의왕2)이 대표발의한 ‘경기도 시·군 시내버스정류소 등의 정비 및 관리 지원 조례 일부개정조례안’이 지난 4월 21일 열린 제389회 임시회 건설교통위원회 제1차 회의에서 원안 통과됐다.

이번 개정안은 버스정류소에 자동심장충격기(AED) 설치를 지원할 수 있는 근거를 마련한 것이 핵심으로, 도민의 생명과 안전을 강화하는 제도적 기반을 구축했다는 점에서 의미가 있다.

그동안 자동심장충격기 설치 의무는 공항과 철도시설 등 일부 공간에 한정돼 있었으며, 버스정류소는 제도적 지원의 사각지대로 지적돼 왔다. 특히 기존 설치 시설 상당수가 건물 내부에 위치해 야간이나 운영시간 외 접근이 어려운 한계도 있었다.

서성란 의원은 “버스정류소는 도민이 일상에서 가장 자주 이용하는 생활밀착형 공간”이라며 “위급상황 발생 시 누구나 신속하게 대응할 수 있는 안전 기반을 마련했다는 데 의미가 있다”고 밝혔다.

이번 조례 개정으로 정류소 내 응급 대응 수단 확보가 가능해지면서 심정지 등 긴급상황 발생 시 골든타임 내 대응 역량도 한층 강화될 것으로 기대된다.

아울러 개정안은 정류소 지원사업의 목적을 기존 정비·관리 중심에서 도민 안전과 이용 편의까지 확대해 공공교통시설로서의 역할을 강화했다.

서 의원은 “자동심장충격기는 설치뿐 아니라 실제 활용이 중요하다”며 “안내체계와 교육, 접근성 개선이 함께 이뤄져야 한다”고 강조했다.

이어 “도민이 일상에서 체감할 수 있는 안전정책으로 이어지도록 지속적으로 점검하고 보완해 나가겠다”고 밝혔다.

The ‘Partial Amendment to the Ordinance on Support for Maintenance and Management of City Bus Stops, etc. in Gyeonggi-do Cities and Counties,’ proposed by Representative Seo Seong-ran (People Power Party, Uiwang 2) of the Gyeonggi Provincial Assembly’s Construction and Transportation Committee, was passed in its original form at the first meeting of the Construction and Transportation Committee during the 389th Extraordinary Session held on April 21.

The core of this amendment is the establishment of grounds to support the installation of Automated External Defibrillators (AEDs) at bus stops. It is significant in that it establishes an institutional foundation to strengthen the lives and safety of provincial residents.

Previously, the mandatory installation of AEDs was limited to specific spaces such as airports and railway facilities, and bus stops had been identified as a blind spot for institutional support. In particular, a significant number of existing installations were located inside buildings, posing a limitation as access was difficult at night or outside operating hours. Assemblywoman Seo Seong-ran stated, “Bus stops are spaces closely integrated into daily life that residents use most frequently in their everyday lives,” adding, “It is significant that we have established a safety foundation where anyone can respond quickly in the event of an emergency.”

With the amendment of this ordinance, it is expected that the capacity to respond within the ‘golden hour’ in emergency situations, such as cardiac arrest, will be further strengthened as it becomes possible to secure emergency response means within bus stops.

In addition, the amendment strengthens the role of bus stop facilities as public transportation infrastructure by expanding the purpose of the support project from the existing focus on maintenance and management to include resident safety and convenience.

Assemblywoman Seo emphasized, “For automated external defibrillators (AEDs), actual utilization is just as important as installation,” adding that “improvements in guidance systems, education, and accessibility must be achieved together.”

She further stated, “We will continuously monitor and supplement the system to ensure it leads to safety policies that residents can experience firsthand in their daily lives.”
