의왕시의회 한채훈 의원이 대표발의한 ‘의왕시 분산에너지 활성화 조례안’이 제318회 임시회 제2차 본회의를 통과했다.

이번 조례는 의왕시가 수도권 내 분산에너지 특화지역으로 지정된 데 따른 후속 조치로, 지역 내 에너지 생산과 소비를 연계하는 ‘지산지소’ 체계 구축과 미래형 에너지 산업 육성을 위한 제도적 기반을 마련한 것이 핵심이다.

조례에는 ▲분산에너지 활성화 실시계획 수립 ▲특화지역 지정 추진 ▲에너지 보급 및 인프라 구축 ▲기술 개발 및 전문인력 양성 ▲사업자 인센티브 및 협력체계 구축 등의 내용이 담겼다.

특히 이번 조례는 한 의원이 좌장을 맡아 진행한 정책토론회에서 제시된 의견을 반영해, 블록체인 기반 에너지 효율화 모델 등 신기술을 정책으로 구체화했다는 점에서 주목된다.

앞서 토론회에서는 블록체인 데이터센터를 활용한 전력 수요 조절과 수익 창출, 이를 지역사회에 환원하는 ‘에너지 선순환 모델’ 필요성이 제기된 바 있다.

이번 조례 제정으로 의왕시는 분산에너지 특화지역 사업을 본격 추진할 수 있는 기반을 확보했으며, 향후 재생에너지 기반 데이터센터 유치 등 첨단 산업과의 연계도 가능해질 것으로 기대된다.

한채훈 의원은 “이번 조례는 에너지 정책을 넘어 지역경제의 새로운 먹거리와 성장 동력을 마련하기 위한 출발점”이라며 “시민이 체감할 수 있는 에너지 복지와 일자리 창출로 이어지길 기대한다”고 밝혔다.

The ‘Uiwang City Distributed Energy Activation Ordinance,’ proposed by Council Member Han Chae-hoon of the Uiwang City Council, passed the 2nd plenary session of the 318th extraordinary session.

This ordinance is a follow-up measure to Uiwang City’s designation as a specialized distributed energy region within the Seoul metropolitan area. Its core objective is to establish an institutional foundation for fostering future-oriented energy industries and to build a ‘local production, local consumption’ system that links energy production and consumption within the region.

The ordinance includes provisions for: ▲ establishing an implementation plan for distributed energy activation; ▲ promoting the designation of a specialized region; ▲ supplying energy and building infrastructure; ▲ developing technology and training specialized personnel; and ▲ establishing incentives and cooperation systems for business operators.

In particular, this ordinance is noteworthy for concretizing new technologies, such as blockchain-based energy efficiency models, into policy by reflecting opinions presented at a policy forum chaired by Council Member Han. At a previous forum, the need for an "energy virtuous cycle model" was raised, which utilizes blockchain data centers to regulate electricity demand, generate revenue, and return the profits to the local community.

With the enactment of this ordinance, Uiwang City has secured the foundation to fully implement the Distributed Energy Specialized Area project. It is also expected to enable future linkages with advanced industries, such as attracting renewable energy-based data centers.

Councilor Han Chae-hoon stated, "This ordinance is a starting point for creating new sources of revenue and growth engines for the local economy, going beyond mere energy policy." He added, "I hope this leads to energy welfare that citizens can experience firsthand and job creation."

He further added, "We will strengthen cooperation with relevant agencies and experts to continuously identify distributed energy models suitable for Uiwang City."
