경기도의회 정윤경 부의장(더불어민주당, 군포1)이 제안한 ‘경기도 1기 신도시 선도지구 사업 추진 방향 및 의회 대응 전략 도출 연구’ 중간보고회가 지난 4월 29일 경기도의회에서 열렸다.

이번 보고회는 지난 3월 착수보고회 이후 연구 진행 상황을 점검하고, 선도지구 지정 기준과 이주 대책, 기반시설 연계 방안 등 주요 쟁점에 대한 보완 방향을 논의하기 위해 마련됐다.

이날 논의에서는 ‘선도지구 평가지표 가이드라인’ 마련이 핵심 의제로 다뤄졌다. 연구 수행기관은 국토교통부 기존 평가항목을 보완해 도시기능 정합성과 사업성·재원조달 가능성 등을 반영한 ‘경기도형 평가지표’를 제시했다.

이를 통해 획일적인 기준에서 벗어나 지역 특성과 여건을 반영한 맞춤형 평가체계 구축 필요성이 강조됐다.

정윤경 부의장은 “정책의 출발점은 현장의 목소리”라며 “선도지구 지정 지역뿐 아니라 지정을 희망하는 지역 도민 의견까지 폭넓게 반영해야 한다”고 밝혔다.

이어 “국토교통부 기준과 별도로 경기도만의 차별화된 지원체계가 필요하다”며 “재건축 과정에서 발생하는 사각지대를 경기도가 선제적으로 발굴하고 지원해야 한다”고 강조했다.

또한 “인구 50만 이하 기초자치단체의 재정 부담을 완화하기 위한 광역 차원의 역할이 중요하다”며 “이주 대책을 포함한 정비 과정에서 지역 간 격차가 발생하지 않도록 세심한 정책 설계가 필요하다”고 덧붙였다.

이번 연구는 군포를 포함한 1기 신도시 선도지구 사업의 체계적 대응 방안과 제도 개선안을 도출하는 것을 목표로 하며, 오는 5월 최종보고회를 통해 구체적인 실행 전략이 제시될 예정이다.

한편 이날 보고회에는 정윤경 부의장을 비롯해 최종현 경기도의회 더불어민주당 대표의원과 경기도 관계 공무원 등이 참석해 의회와 집행부 간 협력 방안을 논의했다.

An interim report meeting for the ‘Research on Deriving Promotion Directions for Gyeonggi Province’s First-Generation New Town Pilot District Projects and Assembly Response Strategies,’ proposed by Gyeonggi Provincial Assembly Vice Chairperson Jeong Yun-gyeong (Democratic Party of Korea, Gunpo 1), was held at the Gyeonggi Provincial Assembly on April 29.

This meeting was organized to review the progress of the research since the kickoff meeting in March and to discuss directions for supplementing key issues, such as designation criteria for pilot districts, relocation measures, and infrastructure linkage plans.

During the discussion, the establishment of ‘Guidelines for Pilot District Evaluation Indicators’ was addressed as a core agenda item. The research agency presented ‘Gyeonggi-style evaluation indicators’ that supplement the Ministry of Land, Infrastructure and Transport’s existing evaluation items to reflect urban functional alignment, business feasibility, and financing possibilities. She further emphasized, “A differentiated support system unique to Gyeonggi-do is necessary, separate from the standards of the Ministry of Land, Infrastructure and Transport,” and “Gyeonggi-do must proactively identify and support blind spots that arise during the reconstruction process.”

She also added, “The role of the metropolitan level is crucial to alleviate the financial burden on basic local governments with a population of 500,000 or less,” and “meticulous policy design is required to prevent regional disparities from occurring during the urban renewal process, including relocation measures.”

This study aims to derive systematic response measures and institutional improvement proposals for the pilot district projects of first-generation new towns, including Gunpo, and specific implementation strategies are scheduled to be presented at the final report meeting this coming May.
