경기도가 공정하고 투명한 시장 경제의 핵심 뼈대인 ‘공정거래 자율준수제도(Compliance Program, 이하 CP)’를 공공부문에 선제적으로 안착시킨 독보적인 성과를 전국 무대에 선보이며 대한민국 표준 모델로 부각됐다.

경기도는 지난 16일 대한상공회의소 국제회의장에서 개최된 ‘2026년도 CP 심포지엄’에 참석해 ‘경기도 CP 활성화 지원 사업’을 공공부문 대표 모범사례로 전격 발표했다고 17일 밝혔다.

공정거래위원회가 주관하고 한국공정거래조정원이 주최한 이번 심포지엄은 CP를 도입해 운영 중인 기업과 공공기관, 학계 및 현장 실무 관계자들이 대거 집결한 자리였다. 도는 이 자리에서 지자체 최초로 도 산하 공공기관을 중심으로 CP 기반을 다지고, 이를 민간 중소기업 영역까지 다정하게 확산시켜 온 치열한 노력과 구체적인 결실을 공유해 큰 호응을 얻었다.

CP는 기업이나 공공기관이 공정거래 관련 법규를 스스로 준수하기 위해 자체적으로 구축하고 운영하는 내부 준법관리 시스템이다. 도는 공공기관 역시 대규모 공공사업 발주나 용역 계약 등 다양한 거래 관계를 맺는 만큼 공정거래 리스크에서 자유로울 수 없다고 진단했다. 이에 따라 도내 중견·중소기업을 보호하고 든든한 상생 문화를 확산하기 위해 지난 2022년부터 지자체 최초로 도 산하 공공기관의 CP 도입 지원 사격에 나섰다.

그동안 도가 전개해 온 주요 지원 사업은 ▲CP 제도 확산을 위한 정책 설명회 및 홍보 ▲산하 공공기관 경영평가 지표 내 CP 도입 가점 반영 ▲기관 맞춤형 방문 교육 및 전문 컨설팅 지원 ▲경기도형 CP 표준 서식 및 가이드라인 마련 등이다.

이 같은 밀도 높은 정책적 노력에 힘입어, 도 산하 공공기관 중 CP를 도입한 기관은 2022년 단 1개사에 불과했으나 2025년에는 24개사로 대폭 늘어나는 괄목할 만한 성장을 이뤄냈다. 각 기관별 자체 효과성 평가 결과, 제도 도입 이후 임직원들의 공정거래 인식도와 청렴도가 눈에 띄게 대폭 향상된 것으로 조사됐다. 더불어 경기도의 밀착 컨설팅을 지원받은 도내 중견기업 2개사가 ‘2025년 CP 등급평가’에서 우수한 성적인 ‘AA 등급’을 취득하는 등 민간 영역으로의 낙수효과도 톡톡히 증명해 냈다.

경기도는 이에 안주하지 않고 한 단계 진화한 ‘경기도 CP 2.0’을 추진할 방침이다. 이를 통해 CP 도입 체계를 도내 31개 시군 산하 공공기관과 상대적으로 인프라가 취약한 중소기업까지 대폭 확장해 나갈 계획이다. 또한, 예산과 인력이 부족한 중소기업과 지방 공공기관의 진입 장벽을 낮춰주기 위해, 기관의 규모와 여건을 합리적으로 반영한 등급평가 제도 개선안을 마련해 정부 관계 부처에 지속적으로 건의할 예정이다.

First Local Government to Support CPs for Affiliated Public Institutions, Expanding from 1 Location in 2022 to 24 Locations by 2025

Gyeonggi Province has emerged as a standard model for South Korea by showcasing on the national stage its unrivaled achievement of proactively establishing the “Fair Trade Compliance Program (CP)”—the core framework of a fair and transparent market economy—in the public sector.

Gyeonggi Province announced on the 17th that it attended the “2026 CP Symposium” held at the International Conference Hall of the Korea Chamber of Commerce and Industry on the 16th and presented the “Gyeonggi Province CP Activation Support Project” as a representative model case for the public sector.

Organized by the Fair Trade Commission and hosted by the Korea Fair Trade Mediation Agency, this symposium brought together a large number of participants, including companies and public institutions currently operating CPs, as well as academics and field practitioners. At the event, the province received a great response by sharing the tangible results of its intense efforts to lay the foundation for Compliance Programs (CP)—a first for a local government—centered on public institutions under its jurisdiction, and to extend this initiative to the private sector, specifically small and medium-sized enterprises (SMEs).

CP is an internal compliance management system established and operated by companies or public institutions to ensure self-compliance with fair trade laws. The province assessed that public institutions, too, cannot be free from fair trade risks, given that they engage in various transactional relationships such as the ordering of large-scale public projects and service contracts. Accordingly, to protect mid-sized and SMEs within the province and to spread a robust culture of mutual growth, the province launched a support initiative in 2022—a first for a local government.

The major support projects undertaken by the province so far include: ▲ policy briefings and publicity to expand the CP system; ▲ reflecting bonus points for CP adoption in the management evaluation indicators of affiliated public institutions; ▲ providing customized on-site training and professional consulting support; and ▲ establishing standard forms and guidelines for Gyeonggi-style CP. Thanks to these intensive policy efforts, the number of public institutions under the provincial government that have adopted the Compliance Program (CP) has achieved remarkable growth, increasing significantly from just one in 2022 to 24 by 2025. Self-assessments of effectiveness by each institution revealed that employees' awareness of fair trade and integrity have significantly improved since the introduction of the system. Furthermore, the trickle-down effect into the private sector has been clearly demonstrated, with two mid-sized companies in the province receiving close consulting support from Gyeonggi Province achieving an excellent "AA grade" in the "2025 CP Grade Evaluation."

Gyeonggi Province plans to proceed with "Gyeonggi CP 2.0," an advanced version of the program, rather than resting on its laurels. Through this initiative, the province intends to significantly expand the CP implementation system to include public institutions under the 31 cities and counties within the province, as well as small and medium-sized enterprises (SMEs) that have relatively weak infrastructure. In addition, to lower entry barriers for small and medium-sized enterprises and local public institutions that lack budget and manpower, we plan to continuously propose to relevant government ministries improvements to the grading system that reasonably reflect the size and conditions of these institutions.
