경기도가 주민이 제안한 정책을 예산으로 실현하기 위한 민·관 협치형 숙의 절차에 본격 돌입했다. 경기도는 지난 23일부터 24일까지 수원컨벤션센터에서 ‘주민참여예산 민관협치형(일반) 제안사업’ 숙의 워크숍을 개최했다고 밝혔다.
이번 워크숍은 주민참여예산 제안자와 담당 공무원이 한자리에 모여 사업의 필요성과 실행 방안을 함께 논의하는 자리로, 주민참여예산 제도의 핵심 과정인 ‘민·관 숙의’를 통해 사업의 실현 가능성과 정책적 타당성을 높이는 데 목적이 있다.
특히 단순히 주민 의견을 수렴하는 수준을 넘어 제안자와 행정이 함께 사업 내용을 구체화하고 보완하는 협치 모델이라는 점에서 의미가 크다. 이를 통해 주민의 정책 아이디어가 실제 예산사업으로 연결되는 실질적 참여 민주주의가 구현되고 있다는 평가다.
경기도는 현재 총 500억 원 규모의 주민참여예산제를 운영하고 있으며, 이 가운데 민관협치형(일반) 제안사업은 75억 원 규모로 편성돼 있다. 해당 사업은 2020년부터 도민과 행정이 함께 정책을 설계하는 협치 모델로 운영되며 주민참여예산제의 대표 사업으로 자리 잡아 왔다.
이번 워크숍에서는 총 35개 제안사업을 대상으로 사업 추진 여부와 실행 방안을 집중 검토했다. 참석자들은 사업별 필요성과 기대효과, 추진 과정에서의 문제점과 개선 방향 등을 논의하며 실효성 있는 사업계획 마련에 의견을 모았다.
경기도는 숙의 결과를 토대로 사업계획을 보완한 뒤 심사 절차를 진행할 예정이다. 이후 온라인 도민투표와 주민참여예산위원회 심의를 거쳐 최종 선정된 사업을 2027년도 예산안에 반영할 계획이다.
도 관계자는 “도민과의 소통을 기반으로 정책 전 과정에 참여 기회를 확대하고 있다”며 “숙의에 기반한 의사결정을 통해 정책의 투명성과 수용성을 높이고, 민·관 협치를 더욱 강화해 도민 삶의 질 향상에 기여하겠다”고 밝혔다.
한편 경기도는 보다 내실 있는 협치 기반 조성을 위해 지난 5월 ‘정책공감 공론장’을 운영하는 등 주민참여예산제와 연계한 도민 역량 강화 프로그램을 지속 추진하고 있다. 이를 통해 정책 제안부터 숙의, 예산 편성에 이르는 전 과정에서 도민 참여를 확대하며 협치 행정의 모범 사례를 만들어가고 있다.
