인공지능(AI) 시대를 맞아 도서관 정책을 문화행정의 일부가 아닌 국가 핵심 전략으로 재정립해야 한다는 목소리가 국회에서 제기됐다.

더불어민주당 강득구 의원(안양 만안)은 8일 국회의원회관 제1소회의실에서 ‘AI 시대, 도서관은 안녕하십니까-국정 핵심 인프라로서 역할 강화를 위한 도서관 정책토론회’를 개최했다. 토론회는 AI 환경 변화에 대응하는 국가 도서관 정책의 방향과 국가도서관위원회의 역할, 공공도서관의 미래 기능을 논의하기 위해 마련됐다.

강 의원은 개회사를 통해 “도서관 정책은 문화행정의 한 분야에 머무를 것이 아니라 교육과 복지, 지역균형발전, 디지털 전환을 아우르는 국가 전략으로 접근해야 한다”며 “AI 시대일수록 도서관은 국민의 지식과 민주주의를 뒷받침하는 핵심 인프라”라고 강조했다.

이어 “국가도서관위원회가 대통령 소속에서 국무총리 소속으로 변경된 데 대해서는 여전히 아쉬움이 남는다”며 “도서관의 역할은 더욱 커졌는데 입법부가 이를 충분히 살피지 못한 점을 되돌아보게 된다”고 말했다.

공동 주최 의원들도 도서관의 공공성과 국가적 역할 강화를 주문했다. 윤후덕 의원은 “도서관은 책과 출판산업을 지탱하고 지역 공동체를 연결하는 핵심 기반”이라고 했고, 허영 의원은 “지역소멸 시대 도서관은 공동체를 살리는 플랫폼”이라고 말했다. 박희승 의원은 시민의 휴식과 소통 공간으로서의 역할을, 최혁진 의원은 AI 시대일수록 사고력과 지혜를 키우는 교육 공간으로서의 가치가 더욱 중요해진다고 강조했다.

정책토론에서는 권나현 명지대학교 문헌정보학전공 교수가 좌장을 맡았다.

발제에 나선 박영숙 느티나무도서관 관장은 “AI 시대 도서관은 단순히 정보를 제공하는 공간을 넘어 시민들이 질문을 만들고 토론하며 민주주의를 실천하는 공론장으로 진화해야 한다”고 제안했다.

김선혁 고려대학교 행정학과 교수는 국가 도서관 정책과 관련 법·제도를 AI 시대에 맞게 국가 전략 차원에서 전면 재설계해야 한다고 주장했으며, 이진우 한국도서관협회장은 국가도서관위원회의 위상과 기능을 강화해 국가 도서관 정책을 총괄하는 컨트롤타워 역할을 맡겨야 한다고 제언했다.

토론회 참석자들은 AI 시대 도서관 정책을 범정부 차원의 핵심 정책으로 격상하고, 국가도서관위원회의 권한과 기능을 강화하는 방향으로 제도 개선이 필요하다는 데 공감대를 형성했다.

이번 토론회는 강득구 의원을 비롯해 김재원(조국혁신당), 박범계·박지혜·박희승·서영석·윤후덕·이광희·이용우·임미애·정진욱·허영(더불어민주당), 최혁진(무소속) 의원 등 13명이 공동 주최했으며, 한국도서관협회와 공공도서관협의회가 공동 주관했다.

On the 8th, Rep. Kang Deuk-gu (Anyang Manan) of the Democratic Party of Korea hosted the “AI Era, How Are Libraries Doing? – Library Policy Forum for Strengthening the Role as a Core National Infrastructure” in the First Conference Room of the National Assembly Members’ Office Building. The forum was organized to discuss the direction of national library policy in response to changes in the AI ​​environment, the role of the National Library Commission, and the future functions of public libraries.

In his opening remarks, Rep.
