추미애 경기도지사가 삼성전자 평택캠퍼스 증설을 위한 용적률 상향 검토를 비롯해 반도체 기업 투자환경 개선에 속도를 낼 것을 지시하며 민선 9기 핵심 공약인 ‘반도체 초격차 전략’ 추진에 본격 나섰다.

 

경기도는 지난 15일 추미애 지사 주재로 ‘제2차 반도체 초격차 전략회의’를 열고 삼성전자 투자 지원과 반도체 클러스터 조성, 전력 인프라 확충, 소부장(소재·부품·장비) 생태계 강화 방안 등을 집중 논의했다.

 

회의에서 추 지사는 삼성전자가 평택캠퍼스 P5 FAB2 건설을 위해 요청한 고덕산업단지 용적률 완화 특례에 대해 신속한 검토를 지시했다. 또 화성 일반산업단지 연구라인(Fab) 확장 계획과 관련해서는 용인시 등 관계기관과 협의를 통해 지원 방안을 마련하라고 주문했다.

 

추 지사는 “반도체는 대한민국의 명운이 걸린 경기도의 최대 현안”이라며 “기업이 필요로 하는 인허가는 하루라도 앞당겨 처리하고, 현장의 목소리를 정책에 즉시 반영해 ‘경제 1번지 경기도’를 반도체 경쟁력으로 완성해야 한다”고 강조했다.

 

경기도는 정부의 반도체 클러스터 조성 일정에 맞춰 용인 반도체 국가산업단지 조성도 적극 지원하기로 했다. 삼성전자의 첫 생산라인(Fab) 가동 시기가 당초 2031년에서 2029년 하반기로 앞당겨진 만큼 부지 조성과 용수 공급, 농지·산지 전용 협의 등 인허가 절차를 관계기관과 협업해 차질 없이 추진한다는 계획이다.

 

전력 인프라 확보도 핵심 과제로 제시됐다. 용인 국가산단은 2040년까지 누적 10GW 규모의 전력이 필요한 것으로 예상되는 가운데, 경기도는 2030년까지 재생에너지 10GW 공급을 목표로 초대형 계획입지 추진단을 운영하고 장주기 에너지저장장치(ESS) 6GW급 허브 조성 방안도 검토하기로 했다.

 

반도체 산업 경쟁력 강화를 위한 소부장 생태계 육성도 병행한다. 추 지사는 ASML, 어플라이드 머티어리얼즈, 도쿄일렉트론, KLA 등 글로벌 반도체 기업과 안성 동신 소부장 특화단지 입주 예정 기업 등을 직접 찾아 현장 의견을 청취하고 공급망 강화 방안을 논의할 계획이다.

 

이와 함께 경기도는 반도체 정책의 컨트롤타워 역할을 맡을 '반도체 초격차 전략위원회' 출범도 준비하고 있다. 위원회는 추 지사와 민간 전문가가 공동위원장을 맡고 산·학·연·관 전문가 30명 안팎으로 구성될 예정이며, 오는 9월 공식 출범을 목표로 조례 개정을 추진 중이다. 조례 개정 이전에는 '반도체 초격차 전략추진 TF'를 우선 가동해 시급한 현안부터 처리할 방침이다.
