시민의회전국포럼은 오는 22일 오후 2시 국회 제10간담회실에서 김영배·이학영 국회의원, 시민사회단체와 함께 '국민주권시대, 지역시민의회의 방향과 과제'를 주제로 정책토론회를 개최한다고 밝혔다.

이번 토론회는 선거를 통해 대표를 선출하는 기존 대의제의 한계를 보완하고, 시민이 정책 결정 과정에 직접 참여하는 숙의민주주의 제도를 어떻게 제도화할 것인지 논의하는 자리다.

기조 발제에서는 지방자치 35년의 성과와 한계를 되짚으며 시민의회 도입의 필요성을 다각도로 살펴본다.

정정화 강원대 교수는 '지방자치 35년의 성찰과 혁신적 민주주의'를 통해 지역 민주주의의 새로운 모델로 시민의회를 제시하고, 황치연 홍익대 교수는 '국민(주민)주권시대, 지방자치의 방향과 과제'를 발표하며 개헌 과정에서 중앙선거관리위원회를 대신할 '국민주권위원회' 설치 방안을 제안할 예정이다. 최광웅 거버넌스센터 이사는 지역 거버넌스의 새로운 구조로 시민의회의 역할과 발전 방향을 제시한다.

Amid the awareness that elections and representative democracy alone are insufficient to resolve the complex conflicts and policy issues of Korean society, discussions on introducing a ‘Citizens’ Assembly’ system—where citizens directly participate in policy-making through deliberation and public discourse—are set to begin in earnest at the National Assembly.

The National Forum on Citizens’ Assemblies announced that it will hold a policy forum on the theme of ‘The Era of Popular Sovereignty: Directions and Tasks of Local Citizens’ Assemblies’ at 2:00 PM on the 22nd in the 10th Conference Room of the National Assembly, together with National Assembly Members Kim Young-bae and Lee Hak-young and civil society organizations.

This forum is a venue to discuss how to institutionalize a deliberative democracy system that allows citizens to directly participate in the policy-making process, while supplementing the limitations of the existing representative system that elects representatives through elections. Case studies on the implementation of citizens' assemblies by region will also be presented. In Gwangju, the Citizens' Sovereignty Committee and the process of policy agreements for the introduction of a citizens' assembly will be introduced. In Gunpo, a model for a permanent citizens' assembly will be presented based on the experience of operating the Citizens' 100-Person Deliberation Committee.
