군포시가 주민이 직접 지역 의제를 논의하고 합의를 이끌어가는 공론형 주민자치 활성화를 위해 주민 퍼실리테이터(회의 촉진자) 전문인력 양성에 나섰다.

군포시는 지난 6월 30일부터 7월 21일까지 주민자치회 위원과 자치사무장 등 31명을 대상으로 '주민자치 퍼실리테이터 전문교육'을 운영했다고 밝혔다.

이번 교육은 주민총회의 숙의와 토론 문화를 확산하고 주민자치회의 운영 역량을 높이기 위해 마련됐다.

특히 지난해 송부동 주민자치회가 '2025년 전국 주민자치 우수사례 공모전'에서 장려상을 수상하며 확보한 특별교부세를 교육사업에 활용했다는 점에서 의미를 더했다. 우수사례를 통해 확보한 재원을 다시 주민자치 역량 강화에 투자한 셈이다.

최근 군포시 주민총회는 단순한 행사나 찬반 투표 중심에서 벗어나 주민들이 지역 현안을 함께 토론하고 해결방안을 모색하는 공론형 주민총회로 전환되고 있다. 이에 따라 다양한 의견을 조율하고 합의를 이끌어내는 퍼실리테이터의 역할도 한층 중요해지고 있다.

이번 교육은 총 24시간 과정으로 매주 화요일 6시간씩 4회에 걸쳐 진행됐다. 교육 내용은 ▲퍼실리테이션의 개념과 철학 ▲퍼실리테이터의 핵심 역량과 역할 ▲경청·질문·기록 등 소통기법 ▲회의 설계와 종합 실습 등 실제 주민총회와 주민자치회 회의에서 활용할 수 있는 실습 중심 프로그램으로 구성됐다.

참가자들은 다양한 사례를 바탕으로 주민 간 의견을 조율하고 숙의를 이끌어내는 방법을 익히며 주민총회 운영 역량을 높이는 시간을 가졌다.

군포시는 이번 교육을 통해 양성된 주민 퍼실리테이터들이 앞으로 각 동 주민자치회와 주민총회에서 토론과 합의를 지원하는 핵심 역할을 수행하며 주민 참여를 확대하고 민주적인 의사결정 문화를 정착시키는 데 기여할 것으로 기대하고 있다.

시 관계자는 "주민자치의 핵심은 주민 스스로 지역 문제를 논의하고 해결하는 과정"이라며 "앞으로도 주민들의 숙의 역량을 높일 수 있는 다양한 교육과 지원을 통해 시민이 주도하는 주민자치와 시민주권도시 군포를 만들어 가겠다"고 밝혔다.

특히 이번 과정은 한국퍼실리테이터협회 인증 교육과정으로 운영되어 교육을 모두 이수한 참가자에게는 협회 인증 수료증이 발급된다. 교육에 참여한 주민자치회 위원들은 실제 주민총회와 분과회의를 가정한 다양한 실습을 통해 주민 의견을 경청하고 갈등을 조정하며 합의를 이끌어내는 퍼실리테이션 기법을 익혔으며, 향후 각 동 주민총회와 주민자치회 회의에서 주민 간 소통과 공론 형성을 지원하는 역할을 수행하게 된다.

한대희 군포시장은 “시민주권도시 군포의 출발점은 주민이 지역의 문제를 함께 논의하고 스스로 해법을 만들어가는 데 있다”며 “이번 교육을 통해 양성된 주민 퍼실리테이터들이 주민들의 다양한 목소리를 공론의 장으로 모으고, 주민의 의견이 실제 지역의 결정으로 이어지도록 하는 든든한 역할을 해주길 기대한다”고 말했다.

한편 군포시는 앞으로도 주민자치회 위원의 역량을 지속적으로 강화하고, 주민이 직접 참여하고 결정하는 민주적인 주민자치 문화가 지역사회에 더욱 확산될 수 있도록 다양한 교육과 지원을 이어갈 계획이다.

Gunpo City has embarked on training professional resident facilitators to revitalize deliberative resident autonomy, where residents directly discuss local agendas and drive consensus.

Gunpo City announced that it conducted a "Professional Training Program for Resident Autonomy Facilitators" from June 30 to July 21 for 31 participants, including members of Resident Autonomy Councils and heads of autonomous offices.

This training was designed to spread a culture of deliberation and discussion within Resident General Assemblies and to enhance the operational capabilities of Resident Autonomy Councils.

This initiative holds particular significance as it utilized special grants secured by the Songbu-dong Resident Autonomy Council winning an Encouragement Award at the "2025 National Resident Autonomy Best Practices Contest" last year. In essence, the funds secured through this best practice have been reinvested in strengthening resident autonomy capabilities. Recently, Gunpo City’s Residents’ General Assemblies have been shifting from simple events or vote-by-vote-centered functions to deliberative assemblies where residents discuss local issues and seek solutions together. Consequently, the role of facilitators in coordinating diverse opinions and reaching consensus is becoming increasingly important.

This training program consisted of a total of 24 hours, held over four sessions of six hours each on Tuesdays. The curriculum was designed as a practice-oriented program applicable to actual Residents’ General Assemblies and Residents’ Association meetings, covering concepts and philosophy of facilitation, core competencies and roles of facilitators, communication techniques such as listening, questioning, and recording, and meeting design and comprehensive practice.

Participants spent time enhancing their operational capabilities for Residents’ General Assemblies by learning how to coordinate opinions among residents and foster deliberation based on various case studies.

Gunpo City expects that the resident facilitators trained through this program will play a key role in supporting discussion and consensus at neighborhood Residents’ Associations and Residents’ General Assemblies, contributing to expanded resident participation and the establishment of a democratic decision-making culture. A city official stated, "The core of resident self-governance is the process of residents discussing and resolving local issues on their own," adding, "We will continue to build a citizen-led resident self-governance and a city of citizen sovereignty in Gunpo through various education and support programs designed to enhance residents' deliberative capabilities."

Notably, this course was operated as a certified training program by the Korea Facilitator Association, and participants who successfully complete the entire program will be issued a certificate of completion. Through various practical exercises simulating actual resident general assemblies and subcommittee meetings, the participating members of the Resident Self-Governance Council learned facilitation techniques for listening to residents' opinions, mediating conflicts, and reaching consensus. Moving forward, they will play a role in supporting communication among residents and the formation of public discourse at resident general assemblies and council meetings in each neighborhood.
