평촌신도시 노후계획도시 정비사업이 본격적인 심사 단계에 들어갔다. 올해 주민제안 접수에는 사전 자문을 마친 6개 구역이 모두 참여하면서 정비사업에 대한 주민들의 높은 관심과 추진 의지를 다시 한번 확인했다.

 

안양시는 지난 7월 29일부터 31일까지 진행한 ‘2026년 평촌신도시 정비사업’ 주민제안 접수를 마감한 결과, 6개 구역 1만4,102가구가 특별정비계획 제안서를 제출했다고 3일 밝혔다.

 

이번에 접수된 구역은 모두 사전 자문 절차를 거친 곳으로, 「노후계획도시 정비 및 지원에 관한 특별법」에서 정한 토지등소유자 과반수 동의 요건을 충족했다. 평균 주민 동의율은 80.7%에 달해 사업 추진에 대한 주민 공감대가 상당한 수준인 것으로 나타났다.

 

다만 신청 규모는 올해 지정 가능한 정비 물량인 4,866가구의 약 3배에 달해 구역 간 경쟁은 불가피할 전망이다. 이에 따라 안양시는 법적 절차를 진행한 뒤 평가를 통해 우선 지정 대상을 선정할 계획이다.

 

시는 앞으로 제출된 동의서와 특별정비계획을 검토한 뒤 주민공람, 시의회 의견 청취, 도시계획위원회 심의 등 관련 절차를 순차적으로 밟게 된다.

 

지정 가능 물량을 초과할 경우에는 사전에 공개한 평가 기준에 따라 우선순위를 결정한다. 주요 평가지표는 기준용적률 반영 여부를 비롯해 추가 기반시설 확보, 법정 기준을 넘어서는 주차공간 확보, 대지 내 공지 확대, 주민 동의율 등이다.

 

이번 평가는 단순히 사업 추진 의지만이 아니라 기반시설 확충과 주거환경 개선 효과를 함께 고려해 사업성을 판단하는 과정이라는 점에서 향후 정비사업의 방향을 가늠하는 기준이 될 것으로 보인다.

 

올해 지정 대상에 포함되지 못한 구역은 별도 신청 절차 없이 내년도 지정 대상에 자동 이월된다. 이후에도 지정 물량을 초과할 경우 연차별로 순차 지정이 이뤄질 예정이다.

 

안양시 관계자는 “계획된 일정에 따라 관련 행정절차를 차질 없이 진행해 연내 정비구역 지정이 이뤄질 수 있도록 하겠다”고 말했다.

The Pyeongchon New Town redevelopment project for aging planned cities has entered the full-scale review phase. Anyang City announced on the 3rd that following the conclusion of the resident proposal submission period for the "2026 Pyeongchon New Town Redevelopment Project," which ran from July 29 to 31, 14,102 households across six zones submitted proposals for special redevelopment plans.

This evaluation is expected to serve as a benchmark for gauging the direction of future redevelopment projects, as it assesses feasibility by considering not only the will to proceed with the project but also the effects of infrastructure expansion and residential environment improvement.

 

 

Zones not included in this year's designation will be automatically carried over to next year's designation without a separate application process. If the number of designated units is still exceeded thereafter, designations will be made sequentially on an annual basis. An official from Anyang City said, “We will proceed with the relevant administrative procedures without any setbacks according to the planned schedule so that the designation of the redevelopment zone can be completed within the year.”
