경기도의회 이채명 의원(더불어민주당·안양6)이 도로변에 난립한 가로등과 신호등, CCTV 등 각종 공공시설물을 하나의 기둥으로 통합하는 ‘통합지주’ 도입 방안을 안양시와 논의하며 보행환경 개선에 나섰다.

 

이채명 의원은 6일 경기도의회 안양상담소에서 안양시 관계자들과 만나 가로등, 신호등, CCTV, 교통표지판 등 도로변 공공시설물을 하나의 지주로 통합하는 방안을 협의했다.

 

이번 논의는 도심 곳곳에 시설물별 지주가 개별 설치되면서 보행공간이 협소해지고 도시 경관을 해친다는 지적에 따른 것이다. 특히 버스정류장과 횡단보도, 상가 밀집지역처럼 유동인구가 많은 구간에서는 각종 시설물이 보행 동선을 방해하고 시야를 가리는 사례가 지속적으로 발생하고 있다.

 

‘통합지주’는 가로등과 신호등, CCTV, 교통표지판은 물론 공공 와이파이, 비상벨, 환경센서 등 다양한 공공시설을 하나의 지주에 집약 설치하는 방식이다. 시설물 난립을 줄이고 공간 활용도를 높이는 스마트도시 인프라 구축 방안으로 주목받고 있다.

 

이 의원은 통합지주 도입을 위해서는 단순히 시설을 한 기둥에 모으는 것을 넘어 기존 시설물 실태조사와 보행 유효폭 확보, 구조안전성 검토, 전기·통신 설비 기준, CCTV 개인정보 보호, 공공디자인, 유지관리 체계 등을 종합적으로 검토해야 한다고 강조했다.

 

또한 시설별 관리 주체가 서로 다른 만큼 부서 간 협업체계 구축도 필수 과제로 제시했다. 현재 가로등과 도로시설은 도로관리 부서가, 신호기와 교통안전시설은 경찰이, CCTV와 비상벨은 영상정보 부서가, 공공 와이파이와 통신시설은 정보통신 부서가 각각 관리하고 있어 유기적인 협력이 필요하다는 것이다.

 

이 의원은 안양시 도로과를 중심으로 스마트도시정보과와 도시계획·공공디자인 부서, 정보통신 부서, 경찰 등이 참여하는 실무협의체를 구성해 지주형 시설물이 밀집한 지역을 우선 조사할 것을 제안했다.

 

안양시는 스마트도시통합센터를 중심으로 방범 CCTV와 비상벨, 교통정보시스템(BIS) 등 다양한 스마트도시 인프라를 운영하고 있어 통합지주 시범사업을 추진할 수 있는 기반을 갖추고 있다는 평가다.

 

시범사업 대상지로는 지하철역과 버스정류장 주변, 상업지역, 전통시장, 어린이보호구역, 교통약자 이용시설 인근, 점자블록과 지주가 충돌하는 구간 등이 우선 검토될 전망이다.

 

다만 하나의 지주에 여러 장비가 집중되는 만큼 구조적 안전성과 운영 안정성 확보도 과제로 제시됐다. 풍하중과 편심하중을 고려한 구조 설계, 전력·통신선 분리, 장비별 독립 운영 체계, 긴급 복구 시스템 등을 함께 마련해야 한다는 의견이 제시됐다.

Gyeonggi Provincial Assembly Member Lee Chae-myeong (Democratic Party of Korea, Anyang 6) has set out to improve the pedestrian environment by discussing with Anyang City the introduction of ‘integrated poles,’ which consolidate various public facilities—such as streetlights, traffic lights, and CCTVs—that are currently scattered along roadsides into a single pillar.
