국회 환경노동위원회 소속 더불어민주당 이학영 의원이 친환경냉매의 개발과 보급을 국가 차원에서 지원하는 내용을 담은 「대기환경보전법 일부개정법률안」을 대표 발의했다.

지난 7월 28일 발의된 개정안은 기후변화의 주요 원인 중 하나로 지목되는 냉매의 환경 영향을 줄이기 위해 기존의 배출 관리 중심 정책에서 나아가 친환경냉매의 기술 개발과 보급을 적극 지원하는 제도적 기반을 마련하는 데 초점을 맞췄다.

현행 「대기환경보전법」은 기후·생태계 변화에 영향을 미치는 냉매의 배출을 관리하고 냉매회수업 운영 기준 등을 규정하고 있다. 그러나 친환경냉매의 연구개발과 보급을 촉진하기 위한 국가 차원의 지원 근거는 미흡해, 장기적인 온실가스 감축 정책에 한계가 있다는 지적이 제기돼 왔다.

개정안은 친환경냉매와 이를 사용하는 기기의 개발·보급을 위한 지원 근거를 신설하고, 국가기관 등이 해당 제품을 우선 활용할 수 있도록 하는 내용을 담았다. 이를 통해 관련 산업의 기술혁신을 촉진하고 친환경냉매 시장 확대를 유도하는 한편, 지속가능한 대기환경 조성에도 기여할 것으로 기대된다.

이번 법안은 「대기환경보전법」에 제76조의16을 신설하는 것이 핵심이다.

공동발의에는 더불어민주당 한민수·임미애·박정·김주영·박민규·전용기·김성범·윤준병·곽상언·윤종군 의원이 참여해 모두 11명의 의원이 법안 발의에 이름을 올렸다.

Rep. Lee Hak-young of the Democratic Party of Korea, a member of the National Assembly's Environment and Labor Committee, has introduced a bill to partially amend the "Air Environment Preservation Act," which includes provisions for supporting the development and distribution of eco-friendly refrigerants at the national level.

The amendment, introduced on July 28, focuses on establishing an institutional foundation to actively support the technology development and distribution of eco-friendly refrigerants. This aims to reduce the environmental impact of refrigerants, which are identified as one of the major causes of climate change, by moving beyond existing policies centered on emission management.

The current "Air Environment Preservation Act" manages the emissions of refrigerants that affect climate and ecosystem changes and stipulates operating standards for refrigerant recovery businesses. However, criticism has been raised that there are limitations to long-term greenhouse gas reduction policies due to the insufficient grounds for state-level support to promote the research, development, and distribution of eco-friendly refrigerants.

The amendment establishes a legal basis for supporting the development and distribution of eco-friendly refrigerants and equipment using them, and includes provisions allowing government agencies to prioritize the use of such products. Through this, it is expected to promote technological innovation in related industries and induce the expansion of the eco-friendly refrigerant market, while also contributing to the creation of a sustainable atmospheric environment.

The core of this bill is the addition of Article 76-16 to the Air Environment Preservation Act.

Representatives Han Min-soo, Im Mi-ae, Park Jeong, Kim Joo-young, Park Min-kyu, Jeon Yong-gi, Kim Seong-beom, Yoon Jun-byeong, Kwak Sang-eon, and Yoon Jong-gun of the Democratic Party of Korea participated in the joint proposal, bringing the total number of lawmakers who signed the bill to 11.
