지방자치는 제도가 아니라 사람을 통해 완성된다. [지방자치의 사람들]은 지역의 변화를 만들어가는 지방의원과 공공의 영역에서 묵묵히 역할을 다하는 사람들을 만나, 공인으로서 삶과 철학을 기록하는 연속 인터뷰 기사다. 두 번째로 이주연 과천시의원을 만났다. 본지는 이 의원과 인터뷰를 지난 7월 18일 오후 3시 과천시의회 의원실에서 약 90분에 걸쳐 진행했다.

좋은 정치인은 자신의 생각을 공동체에 대한 책임으로 바꾸는 사람인지도 모른다. 생각은 누구나 할 수 있다. 그러나 그 생각을 시민 앞에서 끝까지 감당하는 일은 결코 쉽지 않다.

이주연 과천시의원과 두 시간을 마주 앉아 이야기를 나누다 보면 좋은 정치인은 답을 많이 가진 사람이 아니라, 끝까지 질문을 놓지 않는 사람이라는 느낌이 든다. 문제를 끝까지 붙드는 힘은 정답을 많이 아는 데서가 아니라, 쉽게 결론을 내리지 않는 태도에서 나오는 듯했다.

인터뷰 내내 자신을 특별한 정치인으로 설명하지 않았다. 시민운동을 했던 일도, 교육감 선거를 도왔던 일도, 진보정당 활동도 “향후 정치인으로서 입지를 염두에 두고 움직인 적은 없다”고 했다. 다만 여러 지역 활동을 하면서 다양한 사람을 만나고, 의견을 듣고, 회의하고, 토론했던 시간이 지금의 의정활동에 큰 밑거름이 되었다고 담담히 말했다.

분노보다 질문을 먼저 배웠다

이주연 시의원은 학창 시절을 떠올리며 자신을 “예민하고 호기심 많은 학생이었다”고 말한다.

사회 곳곳의 불합리와 모순이 그냥 남일 같지 않았고, 친구들 사이의 작은 차별이나 당시 정치∙사회 뉴스들도 그냥 허투루 넘기진 않았지만 그렇다고 쉽게 분노에 휩쓸리지는 않았다. 고 회상했다.

분노하는 감정보다는 ‘왜 이런 일이 생겼을까?’라는 질문을 먼저 붙들었고,

“이 일의 배경은 무엇일까?” “조금이라도 다른 방법은 없을까?”

문제 대상을 비난하기에 앞서 그 원인과 해결 방법을 알고 싶어하고 고민하는 사람이었다.

그는 예나 지금이나 “어떤 문제든 늘 좀더 근본적인 걸 알고 싶었던 것 같다”고 말했다.

대학을 졸업하고 결혼하여 과천으로 생활 터전을 옮긴 뒤 교육 운동과 시민단체 운동으로 이어진 출발점도 바로 그 질문이었다.

아이를 키우면서 학교를 만났고, 학교를 통해 교육을 만났고, 교육을 통해 지역사회를 만났다.

초∙중∙고등학교 학교운영위원회에 꾸준히 참여했고, 직선제 교육감선거로 바뀔 때는 진보교육감 후보들 내부 경선부터 관여했다. 이런 활동을 통해 주민들과 토론하고, 공부도 하면서 시민단체 활동을 이어갔다.

사회를 이해하기 위해 던졌던 질문을 지역에서 실천해 본 시간이었다.

정치에 뜻을 두기 훨씬 전부터 이미 그는 지역 공동체 한가운데 있었다.

교육 운동과 시민단체 활동을 이어오던 그는 2018년 민주당 김종천 과천시장 당선 이후 교육 분야 자문과 인수위원회 활동에 참여하며 행정을 간접적으로 경험했다. 이후 경기도교육청 각종 위원회에서도 적극적인 문제 제기와 정책 제안으로 존재감을 드러냈다.

2022년 대통령선거에서는 자원봉사자로 선거운동에 뛰어들어 ‘대통령 선거사무실 쓰레기 청소라도 도와주겠다’는 마음으로 자원봉사를 지원했는데, 마치 선거운동원처럼 열심히 활동을 하는 바람에, 이런 모습이 지역 정치권의 눈에 띄어 시의원 출마를 권유받았다. 이전에도 여러 차례 출마 제안을 받았지만 자녀 양육 때문에 고사했던 그는, 아이들이 다 성장한 2022년 비로소 그 제안을 받아들이며 지방의회에 첫발을 내디뎠다.

시의원은 ‘극한직업’이다

의회는 생각보다 훨씬 치열한 공간이라고 한다.

조례 하나를 만들기 위해 토론하고, 예산 한 줄을 놓고 협상하는 과정 등은 일반 시민들은 알기 어려운 과정이리라.

“시의원이 하는 일이 뭐냐, 없어도 되는 것 아니냐는 말을 많이 듣습니다.”

그러나 밖에서 바라보는 지방의회와 안에서 경험하는 지방의회 현실은 완전히 달랐다.

그 역시 의회에 들어오기 전에는 지방의원의 일을 충분히 알지 못했다고 털어놓았다.

낮에는 행사에 참여해서 주민들과 인사를 나누며 행사 내용을 살피고, 밤에는 수북이 쌓인 예산서와 자료들을 검토해야 했다.

“자료를 꼼꼼히 다 보면서 따져봐야 하는데, 그러려면 늦은 밤 귀가나 밤새우는 일을 다반사였습니다.”

그는 웃으며 “지방의원 중 특히 기초의회 의원은 정말 극한직업”이라고 표현했다.

그래서 기초의원에게 필요한 능력은 다양한 사회현상에 대한 왕성한 호기심과 공부하는 힘이라고 강조했다.

예산은 숫자가 아니라 시민의 삶이다

그가 가장 많이 사용하는 단어 가운데 하나는 ‘예산’이다.

과천은 재건축•재개발과 공공택지 개발로 앞으로 인구가 꾸준히 늘어날 도시다.

그에 따라 세입도 늘어나겠지만 그보다 더 큰 세출이 뒤따를 가능성이 있다.

그는 지방의회의 가장 중요한 역할 가운데 하나를 예산 심의라고 말한다.

“예산이 적절하게 세워지고 있는지 면밀히 검토해야 합니다.”

예산은 숫자를 읽는 일이 아니라 도시의 미래를 읽는 일이라는 뜻이다. 그래서 그는 예산서를 숫자로 읽지 않는다. 그 예산이 시민의 삶을 어떻게 바꾸는지를 먼저 본다.

조례 한 줄을 두고 “정말 필요한 규정인가”를 다시 확인한다. 시민에게 꼭 필요한데도 제도가 비어 있다면 끝까지 찾아 만들어낸다.

왜 이 돈이 필요한지, 시민에게 어떤 변화가 생기는지, 다른 방법은 없는지를 계속 질문하는 것이다.

정치 이전에 공인이어야 한다

인터뷰 말미에 지방의원에게 가장 필요한 덕목을 묻자 그는 망설이지 않았다.

“공인이 되려는 사람은 무엇보다도 공사 구별이 엄격해야 합니다.”

그리고 덧붙였다.

“‘공과 사’의 영역이 종이 한 장 차이라는 걸 알게 되었어요. 조금만 타협하고 눈감으면 조례나 규칙 한 문구로 특정한 사익 추구와 결부될 수도 있다”는 걸 보았다는 것이다.

그래서 더더욱 공적인 마인드, 공공의 이익을 우선하는 자세, 약자를 배려하는 마음, 무엇이 진정한 복지인지 고민하는 철학이 먼저 있어야 한다고 말했다.

그는 정치적 기술보다 공인의 자세를 먼저 이야기했다.

생각은 결국 책임이 되었다

이주연 의원의 삶을 따라가다 보면 정치는 어느 날 갑자기 선택한 직업처럼 보이지 않는다.

학창 시절 사회의 모순을 바라보며 품었던 작은 의문은 교육 운동으로 이어졌고, 시민 운동으로 이어졌으며, 마침내 지방의회에서 공적인 책임으로 이어졌다.

그는 정치를 선택했다기보다, 오랫동안 쌓아온 삶의 궤적이 자연스럽게 그를 정치로 이끌었다.

좋은 지방의원에게 필요한 것은 화려한 언변도, 눈에 띄는 경력도 아니었다.

For the second installment, we met with Gwacheon City Council Member Lee Ju-yeon. This publication conducted the interview with Council Member Lee on July 18 at 3:00 PM in the Gwacheon City Council office, lasting approximately 90 minutes.

A good politician may be someone who transforms their own thoughts into a responsibility toward the community. Anyone can have thoughts. However, carrying those thoughts to the very end in front of the citizens is by no means easy.

Instead of focusing on feelings of anger, she first held onto the question, “Why did this happen?”

He consistently participated in school management committees at elementary, middle, and high schools, and when the election system for superintendents of education changed to direct elections, he was involved from the internal primaries of progressive candidates. Through these activities, he debated with residents and studied while continuing his work with civic groups.

It was a time when he put into practice in the local community the questions he had posed to understand society.

Long before he set his sights on politics, he was already at the heart of the local community.

Continuing his education and civic group activities, he gained indirect experience in administration by participating in education advisory and transition committee activities following the election of Kim Jong-cheon as the Mayor of Gwacheon (Democratic Party) in 2018. Since then, he has made his presence known in various committees of the Gyeonggi Provincial Office of Education through active questioning and policy proposals.

During the 2022 presidential election, he jumped into the campaign as a volunteer, applying with the mindset of "I will help even if it means cleaning up trash at the presidential campaign office." However, because he worked as diligently as a campaign worker, he caught the eye of local political circles and was encouraged to run for city council. Although he had received offers to run several times before, he declined due to childcare responsibilities; finally, in 2022, after his children had grown up, he accepted the offer and took his first step into the local council.

**Being a City Council Member is an "Extreme Job"**

It is said that the council is a much more intense space than one might expect.

The process of debating to create a single ordinance or negotiating over a single line of the budget is likely a process that ordinary citizens find difficult to understand.

"I often hear people ask what a city council member actually does, or if they aren't even necessary."

However, the reality of the local council as viewed from the outside was completely different from what was experienced from the inside. He, too, confessed that he did not fully understand the work of a local council member before entering the council.

During the day, he had to attend events to greet residents and review the details, while at night, he had to examine piles of budget documents and materials.

“I had to scrutinize every single document meticulously, which meant returning home late or staying up all night was a common occurrence.”

Smiling, he described it as “a truly extreme job, especially for a local council member.”

Therefore, he emphasized that the abilities required of a local council member are a vigorous curiosity about various social phenomena and the power to study.

The budget is not just numbers; it is the lives of citizens.

One of the words he uses most frequently is “budget.”

Gwacheon is a city where the population is expected to steadily increase in the future due to reconstruction, redevelopment, and the development of public housing sites.

Consequently, tax revenue will rise, but there is a possibility that even larger expenditures will follow.

He states that one of the most important roles of the local council is budget deliberation.

“We must meticulously review whether the budget is being established appropriately.”

This means that reading the budget is not about reading numbers, but about reading the future of the city. That is why he does not read the budget document as just numbers. He first looks at how that budget changes the lives of citizens.

At the end of the interview, when asked about the most essential virtue for a local council member, he did not hesitate.

"Anyone aspiring to be a public figure must, above all, strictly distinguish between public and private matters."

He added:

"I have come to realize that the boundary between 'public and private' is as thin as a sheet of paper. I have seen that if you compromise even slightly and turn a blind eye, a single phrase in an ordinance or rule can be linked to the pursuit of specific private interests."

Therefore, he stated that a public-minded attitude, a stance that prioritizes the public interest, a caring heart for the vulnerable, and a philosophy that contemplates what true welfare is must come first.

He spoke of the attitude of a public figure before political skills. Thoughts Ultimately Became Responsibility

Tracing the life of Council Member Lee Ju-yeon, politics does not appear to be a profession chosen suddenly one day.

The small questions she harbored while observing the contradictions of society during her school days led to an education movement, then to a civic movement, and finally to public responsibility in the local council.

Rather than choosing politics, the trajectory of her life, built over a long period, naturally led her to it.

What is required of a good local council member is neither eloquent speech nor a flashy career.

A keen sensitivity toward society, sincere contemplation that delves deep into the essence of problems, and an attitude of taking responsibility for those thoughts before the citizens—this is what Council Member Lee Ju-yeon's politics conveys.
