Gunpo and Gwangmyeong Win Grand Prize at Gyeonggi Province Proactive Administration Competition for ‘Cross-incineration of Household Waste’
Mutual processing of 1,032 tons of incineration waste presents a ‘regional resource circulation’ model
Gunpo City and Gwangmyeong City jointly won the Grand Prize at the Gyeonggi Province Proactive Administration Competition for a collaborative model that processes household waste across administrative boundaries between local governments.
At the ‘2026 Gyeonggi Province Proactive Administration Best Practices Competition’ held on the 11th, the two cities received the top award, the Grand Prize, for showcasing a case of mutual cross-incineration of household waste designed to prepare for the shutdown of resource recovery facilities.
This initiative is significant as it departs from the traditional method of each local government handling waste independently, instead utilizing the incineration facilities of an adjacent municipality. It involves utilizing the surplus capacity of each other's facilities to prevent waste from accumulating even during periods when processing facilities are shut down for regular maintenance. Gunpo City and Gwangmyeong City signed a "Memorandum of Understanding on Mutual Exchange of Household Waste Treatment" last March to address the processing gap caused by regular maintenance of their resource recovery facilities.
Actual cross-incineration also took place following the agreement. Starting with 238 tons in March, the two cities processed a total of 1,032 tons of household waste at each other's facilities, including 304 tons in May and 490 tons in July.
Previously, it was common practice to outsource waste to private facilities when incineration facilities underwent regular maintenance. This resulted in additional processing costs and the potential for waste accumulation depending on the availability of treatment facilities.
This collaboration resolved these issues through the sharing of facilities between local governments. It is evaluated as having achieved two benefits—budget savings and stability in waste treatment—by utilizing the existing infrastructure of neighboring cities instead of securing new facilities or relying on private outsourcing.
Another reason this case is drawing attention is that it has effectively broken down administrative boundaries regarding household waste treatment. While it is generally the responsibility of the local government that generates the waste to handle it, the actual operation and capacity of treatment facilities vary by municipality. In particular, when regular maintenance or unexpected shutdowns occur at incineration facilities, the burden of waste treatment inevitably becomes temporarily concentrated in specific regions.
The collaboration between Gunpo and Gwangmyeong has compensated for these structural limitations through the sharing of resources between neighboring municipalities. Analysts suggest this is significant, especially given that the direct landfilling of household waste will be banned starting in 2026, as it has secured a stable foundation for incineration and resource circulation.
Gunpo Mayor Han Dae-hee stated, "Close communication and collaboration between the working-level staff of the two cities led to budget savings and the awarding of this award as an exemplary case of proactive administration," adding, "We will continue to stand in solidarity with Gwangmyeong City to realize carbon neutrality and establish a stable resource circulation system."
