Gyeonggi Province Protects Public Livelihood and Safety Budgets Through 546.5 Billion Won Expenditure Restructuring

2nd Supplementary Budget Bill Worth 42.242 Trillion Won Submitted to Provincial Assembly; Approx. 330 Billion Won Allocated to Vulnerable Groups, Welfare, and Medical Services

Gyeonggi Province, which has declared a fiscal emergency, has secured a budget for essential public livelihood projects—such as support for vulnerable groups, welfare and medical services, and responses to low birth rates—while simultaneously implementing an expenditure restructuring worth 546.5 billion won.

Gyeonggi Province announced on the 19th that it has compiled and submitted the "2026 2nd Supplementary Budget Bill," totaling 42.242 trillion won, to the Provincial Assembly.

This supplementary budget was prepared in a situation where fiscal capacity has diminished due to accumulated debt and the depletion of funds, while a revenue shortfall of approximately 300 billion won in local taxes, including acquisition tax, is expected. The province cut 546.5 billion won from existing budgets by reviewing event-based and one-time projects, as well as similar and overlapping projects. Administrative operating expenses were reduced by 22.2 billion won, and business promotion expenses for senior public officials at Grade 3 or higher were cut by 400 million won. It was also decided to minimize non-essential overseas business trips and training. The Gyeonggi Provincial Assembly also independently cut 2.3 billion won in overseas travel expenses and personnel costs for assembly members and the Assembly Secretariat.

The funds secured through restructuring will be prioritized for public welfare projects that were excluded from the original budget. A total of 246.4 billion won has been allocated, including 123.4 billion won for long-term care benefits for the elderly, 58.4 billion won for school meal expenses, 21.5 billion won for opportunity income for farmers and fishermen, 16.3 billion won for basic income for youth, and 7.5 billion won for meal support for underprivileged children.

86.3 billion won has also been reflected for responding to low birth rates and for essential welfare and medical sectors. This includes 22.3 billion won for infertility treatment costs for couples, 11.5 billion won for maternal and newborn health care, and 38.9 billion won for medical assistance. 29.8 billion won will be invested in urgent SOC projects, such as railways and roads.

Jeong Du-seok, Director General of the Gyeonggi Provincial Planning and Coordination Office, stated, “We have preserved projects absolutely necessary for the people’s livelihoods as much as possible and implemented intensive restructuring within feasible limits,” adding, “We will manage finances with the highest priorities: the recovery of the people’s economy, support for vulnerable groups, and the safety of provincial residents.”

The supplementary budget bill is scheduled to be deliberated at the 393rd extraordinary session of the Gyeonggi Provincial Assembly, which will be held from September 1 to 18.
