Gyeonggi Province Begins Application for Semiconductor Cluster Designation… Gyeonggi Research Institute Launches Policy Research

Threshold for Excluding the Capital Region Lowered, Plan for Cluster Creation Encompassing Major Industrial Hubs Prepared

With the removal of institutional barriers that previously excluded Gyeonggi Province from semiconductor cluster designation simply because it is located within the Seoul Metropolitan Area, the province is now embarking on a full-scale effort to create a cluster that encompasses its major semiconductor industrial hubs.

On the 19th, Gyeonggi Province announced that a significant number of its proposals were reflected following the implementation of the "Enforcement Decree of the Special Act on Strengthening and Supporting the Competitiveness of the Semiconductor Industry" on the 11th. As a follow-up measure, the province stated that it is launching a policy research project with the Gyeonggi Research Institute to prepare for the application for semiconductor cluster designation.

Previously, during the legislative notice period for the enforcement decree in June, Gyeonggi Province requested that the government improve regulations excluding the Seoul Metropolitan Area from semiconductor cluster applications, as well as provisions granting preferential treatment to non-metropolitan areas.

As a result, the requirement for applying for a cluster creation plan that the site "must be located outside the Seoul Metropolitan Area," which was included in the original draft, has been removed. Preferential regulations for non-metropolitan areas regarding the designation of semiconductor clusters, support for resident companies, support for excellent overseas talent, and the designation of specialized training institutions have also been partially relaxed.

Gyeonggi Province assesses that the enactment of this enforcement decree reduces the possibility of local semiconductor companies and research institutions being disadvantaged in institutional support, and secures the institutional foundation for the province to apply for semiconductor cluster designation.

Once designated as a cluster, it can receive special provisions, including support for the creation and operation of industrial infrastructure, administrative and financial support for resident companies and institutions, expedited processing of permits and licenses, priority selection and exemption from preliminary feasibility studies, and support for workforce training and technology.

Accordingly, Gyeonggi Province, in collaboration with the Gyeonggi Research Institute, will prepare a basic concept and development plan for a cluster connecting major semiconductor industry hubs within the province. During the research process, opinions from cities, counties, companies, and research institutions will be gathered to concretize the current status of semiconductor industry concentration, infrastructure, industrial concentration plans, workforce training, establishment of research infrastructure, and methods for securing funding.

During the process of this system improvement, Gyeonggi Province has responded by cooperating with the offices of National Assembly members within the province to convey the issues regarding the exclusion of the capital area to the government, and by submitting joint opinions on system improvement with the province and 19 cities and counties. Since taking office last June, Gyeonggi Governor Choo Mi-ae has also formed the ‘Special Committee on Semiconductor Super-Gap Strategy’ and activated a response system involving the province, cities and counties, and National Assembly members.

Hyun Byeong-cheon, Director General of the Future Growth Industry Bureau of Gyeonggi Province, stated, “The biggest achievement of this enforcement decree is the removal of the institutional hurdle that could have excluded Gyeonggi Province from applying for semiconductor cluster designation.” He added, “We will not stop at merely securing eligibility but will prepare a cluster development plan that can enhance the competitiveness of Gyeonggi Province’s semiconductor industry by reflecting the opinions of cities, counties, companies, and research institutions.”
