30 Years of Street Art Experimentation: Now Becoming a ‘City of Imagination’

From Street Theater in 1997 to a City of Imagination in 2026: ‘G-Pop City 2.0’

From a ‘Festival to Watch’ to a ‘Festival to Create Together’… The Evolution of the Gwacheon Performing Arts Festival

The performing arts festival, which began on the streets of Gwacheon in 1997, has now passed its 30th anniversary. Starting as the ‘Grand Festival of World Madang Theater,’ the festival has gone through name changes such as the ‘Gwacheon Madang Theater Festival,’ ‘Gwacheon Hanmadang Festival,’ and ‘Gwacheon Festival,’ finally adopting its current name, the ‘Gwacheon Performing Arts Festival,’ in 2023.

Although the name has changed several times, its roots as a festival where citizens and artists meet using streets and plazas as stages have remained largely unchanged.

Recently, the Gwacheon Performing Arts Festival is attempting another transformation. It is a method that goes beyond merely creating stages for performances; instead, it transforms the festival venue itself into a world, inviting the audience to step inside. The ‘2026 Gwacheon Performing Arts Festival,’ taking place from September 18 to 20, showcases the current state of this transformation. The theme of this year’s festival is ‘Rising Memories, the Time When a Journey of Imagination Begins.’ Through ‘GPAF CITY 2.0,’ an expansion of ‘GPAF CITY’ first introduced last year, and a new space called ‘GPAF Village,’ the area around Gwacheon Citizens’ Plaza and the Civic Center is transformed into a single city of imagination. Instead of seeking out a single scheduled performance, audiences will walk through the festival grounds to encounter performances, hands-on experiences, food, and markets.

This year, more than 50 performances will be held across six venues. While major attractions such as an opening performance combining tradition and modernity, aerial performances, a closing performance, and a fireworks show are prepared, what is more noteworthy about this festival is not the number of performances, but the changing role of the audience.

Citizen participation programs have been significantly expanded. A parade featuring both professional artists and citizens is organized, and in the ‘Gwacheon Assembly Show,’ Gwacheon citizens take to the stage themselves. This program is a newly restructured version of the existing Citizens’ Arts Festival, lowering the barrier to entry so that any Gwacheon citizen can participate regardless of whether they are a professional artist.

Looking back, the transformation of the Gwacheon Performing Arts Festival is not merely a change in name. The starting point was clear. In 1997, the ‘Grand Festival of Outdoor Theater’ showcased outdoor theater and street art using streets and outdoor spaces as stages, elevating Gwacheon to a major stage for street art in Korea. Since then, the festival has expanded its scope into an international performing arts festival by changing its name and programs.

The change of name to the ‘Gwacheon Performing Arts Festival’ in 2023 is not unrelated to these changes. While maintaining its starting point as street art, it expanded its identity to become a festival that encompasses the entirety of performing arts, rather than remaining confined to a specific genre. At the time, the festival promoted the lawn plaza around the Civic Center as a space where citizens and art meet, under the theme of ‘Site.’

And ‘G-Pop City,’ which emerged last year, marked another turning point. By imbuing the festival with a unified worldview, it began to weave performances, spaces, characters, and experiences into a single narrative. This year, ‘G-Pop City 2.0’ expands that experiment to the next level.

Amidst these changes, the Gwacheon Performing Arts Festival is shifting from a "festival that presents performances" to a "festival that allows people to experience the festival itself." While audiences of street theater used to gather in front of a performance to watch the work, today's audiences roam the festival grounds to encounter performances, participate directly in parades, or enjoy citizen performances.

Just as the festival stage has expanded, the position of citizens has also changed. The boundaries between audience and performer, and between artist and citizen, are becoming loose. This is why this year’s ‘G-Pop City 2.0’ is significant. It is because the agents creating the imaginary city are expanding beyond professional artists to include citizens and audiences.

Ultimately, the question posed by the Gwacheon Performing Arts Festival, which has spanned 30 years, is shifting from "what kind of performances to present" to "what experiences to allow people to have in this city." It is in the same context that the festival, which began on the streets in 1997, has set the stage for an imaginary city in 2026. Transforming the actual city of Gwacheon into a temporary, unfamiliar space where citizens and audiences create stories together—this is the new form of street art that this year's festival aims to showcase.
