Gyeonggi Provincial Assembly’s Planning and Finance Committee Reviews 2nd Supplementary Budget Proposal

Focus on Expenditure Restructuring: Contributions to Public Agencies, Event-Based Projects, and More

The Planning and Finance Committee of the Gyeonggi Provincial Assembly (Chair Kim Chang-sik) has begun a preliminary review of the second supplementary budget proposal for 2026, following an assessment of Gyeonggi Province's fiscal conditions.

On the 27th and 28th, the committee held an on-site policy meeting at the Assembly’s Northern Branch Office. They received briefings from the Planning and Coordination Office, the Balanced Development Planning Office, and the Peace and Cooperation Bureau regarding the direction of the supplementary budget and adjustments to major projects.

To address deteriorating revenue conditions, Gyeonggi Province proposed expenditure restructuring measures, such as reducing financial contributions to public agencies by utilizing their own funds, streamlining non-essential projects, cutting operational expenses, and reducing budgets based on bid savings and unspent balances. Regarding projects in Northern Gyeonggi, proposed budget reductions included adjustments to fund transfers and state subsidies, as well as the cancellation of planned overseas training programs.

While acknowledging the province's financial difficulties, committee members expressed the need for caution regarding across-the-board budget cuts. Chair Kim Chang-sik urged the administration to adjust budgets based on the effectiveness of individual projects, stating, "We must be careful not to indiscriminately cut even event-related expenses if the projects demonstrate excellent promotional impact and tangible results."

Calls were also made to address structural issues in local finance. Committee members highlighted the financial burden arising from Gyeonggi Province’s status as a local government ineligible for the central government's "ordinary local allocation tax," as well as excessive mandatory expenditures and a weak local tax structure; they emphasized the need to actively push for institutional improvements at the central government level. Additionally, they requested measures to apply differentiated provincial subsidy rates for cities and counties with low fiscal self-reliance. Prior to reviewing the supplementary budget proposal, the Planning and Finance Committee visited the Gyeonggi-area Unification Plus Center—established on the site of the former U.S. military base Camp LaGuardia—to inspect its operational status. The center, which involved a total investment of 14.8 billion won, carries out functions such as providing peace and unification education, offering materials related to North Korea and unification, and supporting the local settlement of North Korean defectors.

Meanwhile, attendees at the meeting included Chairperson Kim Chang-sik, Vice Chairperson Son Hee-jeong, and committee members Yoon Jong-young, Lee Jae-young, Kim Young-soo, Kim Un-nam, Sim Dong-yong, Yoo Pil-seon, and Lee Seong-won.
