Gwacheon City Council passes ‘Ordinance on Supporting Lifelong Education for Slow Learners’ proposed by Rep. Lee Joo-yeon
Establishment of support plan, preparation of basis for project implementation, securing institutional foundation for learning, social adaptation, and independence
The ‘Gwacheon City Slow Learners Lifelong Education Support Ordinance’ proposed by Gwacheon City Council member Lee Ju-yeon passed the plenary session, establishing an institutional basis for continuous lifelong education support for slow learners.
Gwacheon City Council approved the ordinance at the 2nd plenary session of the 302nd 1st regular meeting held on the 8th. As the ordinance proposed last July passed the plenary session, a foundation was established to support the slow learner education project, which has been focused on the private sector, at the local government level.
The ordinance contains provisions to establish support plans and promote related projects for slow learners who have difficulty learning and adapting to society but have difficulty receiving sufficient support from the existing education and welfare system.
In particular, it is meaningful in that it institutionalizes not only the improvement of the learning ability of slow learners, but also support for adaptation to social life and independence. It has become possible to establish an administrative support system so that education can be continued for the required period of time rather than being a one-time program.
Before passing the ordinance, Rep. Joo-yeon Lee pointed out the reality that slow learners do not receive sufficient education they need and emphasized the role of the public in stably continuing education projects that were started through private efforts.
Rep. Lee said, “In order for slow learners to become independent and live together in the community, they need continuous education and attention, not one-time support,” and added, “I hope that the enactment of this ordinance will expand the support that slow learners and their families can feel.”
