추미애 경기도지사가 복지제도의 확대만으로는 복지 사각지대를 해소하기 어렵다며 현장에서 직접 어려운 이웃을 찾아가는 사회복지의 역할을 강조했다.

추 지사는 10일 경기도경제과학진흥원 경기홀에서 열린 제27회 사회복지의 날 기념식에서 “사회복지인은 법과 사람 사이, 행정과 삶 사이의 마지막 거리를 연결하는 소중한 힘”이라며 현장 사회복지 종사자들에게 감사의 뜻을 전했다.

추 지사는 송파 세 모녀 사건과 수원 세 모녀 사건을 언급하며 복지 사각지대를 줄이기 위한 제도가 계속 마련됐지만 비슷한 비극이 반복되고 있다고 지적했다. 제도와 전산망만으로는 도움이 필요한 사람의 실제 상황을 파악하는 데 한계가 있다는 것이다.

그는 “제도만으로는 한 사람의 표정을 읽어낼 수 없고 전산망의 숫자만으로 며칠째 끼니를 거른 어르신을 알아낼 수도 없다”며 “도움을 청할 힘조차 잃었거나 자신이 받을 수 있는 지원이 있다는 사실조차 모르는 사람들을 먼저 찾아내는 데 복지가 닿아야 한다”고 말했다.

사회복지 종사자의 처우와 안전에 대한 책임도 강조했다. 추 지사는 “사람을 돌보는 사람이 지쳐 쓰러지거나 위험한 현장을 혼자 감당하지 않도록 하는 것도 정부와 지방정부의 역할”이라며 “여러분이 사람을 지키시는 동안 경기도도 여러분을 지켜드리겠다”고 밝혔다.

이날 기념식에는 추 지사를 비롯해 고은정 경기도의회 부의장과 사회복지 관련 기관 관계자, 유공자 및 종사자 등 400여 명이 참석했다. 경기도는 지역복지 발전에 기여한 유공자 61명에게 경기복지대상 감사패와 도지사·도의회의장·경기도사회복지협의회장 표창을 수여했다.

올해 경기복지대상은 1987년부터 39년간 장애인 복지 현장에서 활동해 온 이영재 사단법인 가온나래 이사장이 받았다. 장애인 권익과 복지 증진, 민관 협력 확대에 기여한 공로다.

한편 사회복지의 날은 국민기초생활보장법 공포일인 9월 7일을 기념해 지정됐다.

Gyeonggi Province Governor Chu Mi-ae emphasized the role of social welfare professionals in proactively reaching out to neighbors in need, noting that simply expanding welfare systems is insufficient to eliminate blind spots in welfare coverage.

Speaking at the 27th Social Welfare Day ceremony held on the 10th at the Gyeonggi Hall of the Gyeonggi Business & Science Accelerator, Governor Chu expressed her gratitude to frontline social welfare workers, stating, “Social welfare professionals are a vital force bridging the final gap between law and people, and between administration and real lives.”

Citing the tragic cases involving the “three mothers and daughters” in Songpa and Suwon, Governor Chu pointed out that despite the continuous introduction of systems designed to reduce welfare blind spots, similar tragedies keep recurring. She noted that systems and digital networks alone have limitations in grasping the actual circumstances of those in need.

“Systems cannot read the expression on a person’s face, nor can digital data identify an elderly person who has gone days without a meal,” she said. “Welfare must reach out to first find those who have lost the strength to ask for help or are unaware that support is available to them.”

She also emphasized the responsibility to ensure the well-being and safety of social welfare professionals. “It is the role of the central and local governments to ensure that those who care for others do not collapse from exhaustion or face dangerous situations alone,” Governor Chu stated. “Just as you protect people, Gyeonggi Province will protect you.”

The ceremony was attended by approximately 400 people, including Governor Chu, Gyeonggi Provincial Council Vice-Chair Ko Eun-jeong, officials from social welfare organizations, award recipients, and welfare professionals. Gyeonggi Province presented the Gyeonggi Welfare Award and commendations—signed by the Governor, the Chairman of the Provincial Council, and the President of the Gyeonggi Provincial Council on Social Welfare—to 61 individuals who have contributed to the advancement of local social welfare.

This year’s Gyeonggi Welfare Award was presented to Lee Young-jae, Chairperson of the non-profit organization Gaonnarae, in recognition of her 39 years of service in the field of welfare for persons with disabilities—specifically for her contributions to promoting their rights and welfare and expanding public-private cooperation.

"Social Welfare Day" is observed on September 7 to commemorate the enactment of the National Basic Living Security Act.
