Gyeonggi Governor Chu Mi-ae Meets Budget Committee Chair Lee Kwang-jae to Request 244.6 Billion Won Increase in State Funding
Proposal covers 10 projects, including labor inspector personnel costs and the National Sports Festival; requests 89 billion won for 3 projects omitted from the initial plan.
Ahead of the National Assembly's review of next year's government budget, Gyeonggi Governor Chu Mi-ae has requested increased state funding for key provincial projects.
On the 9th, Governor Chu visited the National Assembly to meet with Lee Kwang-jae, Chair of the Special Committee on Budget and Accounts. She outlined 10 major state-funded projects for Gyeonggi Province and proposed a total increase or new allocation of 244.6 billion won in state funds.
Among the requested projects, three—totaling 89 billion won—were entirely omitted from the government's initial budget proposal: personnel costs for labor inspectors, support for collecting overdue local taxes and non-tax revenue, and subsidies for the cost difference in "Nuri Curriculum" childcare fees. For the remaining seven projects, the government proposal includes 3.88 trillion won, but the province has requested an additional 155.6 billion won.
A priority project highlighted by Governor Chu was the personnel costs for labor inspectors. Gyeonggi Province plans to hire 170 labor inspectors by the end of this year for deployment in the first half of next year; however, as the government budget did not include these personnel costs, the province requested full state funding of 20.5 billion won.
The National Sports Festival and the National Para-Sports Festival, both scheduled to be held in Gyeonggi Province next year, were also presented as key issues. Although the government proposal allocates 10.9 billion won, the province maintains that an additional 27.2 billion won is required given the total operating costs. Governor Chu argued that, considering local fiscal conditions, state funding should cover 70% of the costs—the maximum differential subsidy rate allowed by law—warning that hosting the events could otherwise prove difficult. A request was also made for an additional 17.8 billion won in funding for the metropolitan railway construction project in northern Gyeonggi Province. The request stems from the fact that costs such as land compensation and tunnel lining were not adequately reflected in the initial construction budget for the Dobongsan–Okjeong metropolitan railway line.
In addition, proposals were submitted for increased or new funding in several areas: 46.4 billion won for improving areas at risk of natural disasters; 45.3 billion won for the metropolitan bus semi-public operation system; 63.7 billion won to cover the cost difference for "Nuri Course" childcare; 5.1 billion won for integrated care services (including medical and nursing care); 9.7 billion won for the maintenance of national rivers; and 4.1 billion won to support residents living in development restriction zones.
Alongside the request for state funding, Governor Chu raised structural issues that increase Gyeonggi Province's fiscal burden. He pointed out that since the transition of firefighters to national civil servant status, Gyeonggi Province—which employs over 20% of the nation's firefighting personnel—has been shouldering an annual labor cost of approximately 1.1 trillion won. He also argued for the need to reform the local tax structure, which relies heavily on specific revenue sources such as acquisition taxes.
Lee Kwang-jae, Chairman of the Special Committee on Budget and Accounts, acknowledged the necessity of expanding the northern Gyeonggi railway network, supporting infant and toddler childcare, and assisting residents in development restriction zones, and expressed his intention to hold further discussions with the Ministry of Economy and Finance.
Gyeonggi Province continues its efforts to persuade the National Assembly to secure state funding for 2027; notably, it held a briefing session last July for the aides of local lawmakers regarding key state-funded projects.
