Accommodation Discount Vouchers: 60+ Age Group Uses Only 5.3%, While 30s and 40s Account for 60%

Age-based usage disparity linked to online, first-come-first-served issuance; Rep. Lee Jae-jung calls for improvements to the process.

A significant disparity in usage by age group has been observed in the government-sponsored accommodation discount voucher program designed to support domestic travel. Last year, individuals aged 60 and older accounted for only 5.3% of users, whereas those in their 30s and 40s made up 59.8% of the total.

According to data submitted by the Korea Tourism Organization to Rep. Lee Jae-jung, Chair of the National Assembly’s Culture, Sports and Tourism Committee, a total of 1,522,151 accommodation discount vouchers were utilized. By age group, those in their 30s used the highest number of vouchers at 506,640 (33.3%), followed by those in their 40s at 403,258 (26.5%).

In contrast, usage among those aged 60 and older was merely 81,316 (5.3%). Usage among those in their 50s stood at 187,030 (12.3%), demonstrating a trend where the proportion of users decreases as the age group rises.

While the usage rate for the 60+ demographic has seen a gradual increase—rising from 3.0% in 2022 to 3.2% in 2023 and 4.8% in 2024—it remains hovering around the 5% mark.

Currently, the program operates by having users obtain discount vouchers through participating online travel agencies (OTAs) and book accommodations on a first-come, first-served basis. Critics point out that this issuance and booking method can act as a significant barrier to entry for older adults who are less familiar with using online platforms. In fact, out of 4,627 call center inquiries received during the 2025 Accommodation Sale Festa, 4,120 (89%) concerned coupon issuance, usage methods, eligibility, and terms and conditions.

Chairperson Lee Jae-jung stated, "We need to examine whether the current issuance system—which relies on online, first-come-first-served access—is making it difficult for the elderly to participate."
