Governor Choo Mi-ae: “Overcoming Fiscal Crisis Through Communication and Cooperation”

“Not a Budget Cut, but Unallocated Funds for October–December”… Emphasizes Systemic Reform Amidst Falling Acquisition Tax Revenue and Rising Welfare Costs

Addressing Gyeonggi Province’s fiscal crisis, Governor Choo Mi-ae identified a lack of communication—between departments handling budget execution and revenue collection, as well as between the Governor’s office and administrative bureaus—as a key issue, and emphasized the need for cooperation with the Gyeonggi Provincial Assembly.

During a weekly meeting on the 16th, Governor Choo explained, “Upon closer inspection of the budget, I found that while allocations were listed for January through September, the months of October through December were left blank.” She clarified, “This was not a case of cutting the budget for public welfare; rather, the funds for that period had not been allocated in the first place.”

She further noted that acquisition tax revenue—which accounts for roughly half of the province's tax income—had dropped by over 3 trillion won (falling from 11 trillion won to the 8 trillion won range), while the burden of welfare expenditures continued to rise. She stated, “There is no way for Gyeonggi Province to escape this situation without systemic reform of the local tax structure.”

Governor Choo called for the streamlining of overlapping projects and improved operational efficiency, adding, “My door is always open. We will overcome this fiscal crisis by consulting with the Provincial Assembly and maintaining constant dialogue with our administrative bureaus regarding pending issues.”
