170 Million Personal Records Leaked; Average Penalty of 4,000 Won Per Record

1,834 Incidents Reported Since 2021; Private Sector Accounts for 94.2% of Leaks

Data shows that the volume of personal information leaks reported across public and private sectors since 2021 has exceeded 170 million records. However, the average penalty imposed per leaked record stood at approximately 4,000 won.

According to data submitted by the Personal Information Protection Commission to Representative Min Byung-duk of the Democratic Party of Korea (a member of the National Assembly's National Policy Committee) on September 23, a total of 1,834 personal information leak incidents were reported between 2021 and the first half of 2026.

In the public sector, 482 agencies reported leaks involving 9.936 million records, while in the private sector, 1,352 entities reported leaks involving 162.181 million records. The total volume of leaked records reached 172.117 million, with the private sector accounting for 94.2% of the total.

Notably, in 2025, the private sector alone reported leaks involving 102.465 million records, causing the annual total to surge to 103.546 million records. In the first half of this year alone, leaks involving 29.801 million records were reported.

During the same period, the total financial penalties imposed in connection with these personal information leak incidents amounted to 701.454 billion won in administrative fines (*gwajing-geum*) and 2.7836 billion won in administrative penalties (*gwatae-ryo*). Based on the number of reported data breaches, the average administrative fine per compromised personal record is approximately 4,075 won, while the average total penalty—including administrative fines and administrative penalties (fines for negligence)—is about 4,092 won.

Administrative fines for the first half of this year totaled 477.541 billion won, with the private sector accounting for 475.4639 billion won of that amount.

Representative Min Byung-duk stated, "Since 2021, over 170 million personal records have been leaked, yet the administrative fine imposed per record is barely over 4,000 won." He argued, "We must strengthen the criteria for calculating fines to effectively reflect the scale of the breach and the extent of the damage, and impose stricter sanctions on organizations that repeatedly cause incidents or neglect necessary protective measures."
