Uiwang Urban Corporation Wins Minister of the Interior and Safety Award at Innovation Excellence Contest Practicing ESG Management by Converting Discarded Water, Heat, and Waste into Resources
On September 29, Uiwang Urban Corporation (President Noh Seong-hwa) received the Minister of the Interior and Safety Award at the awards ceremony for the "2026 Local Public Institution Innovation Excellence Contest," held at the conference hall of the Local Public Enterprises Evaluation Institute.
Hosted by the Ministry of the Interior and Safety and the Local Public Enterprises Evaluation Institute, the contest attracted 251 innovation entries from local public enterprises and government-funded institutions nationwide. Competition was fierce across three categories: regional mutual growth and cooperation; realization of social values (including ESG management); and innovation in AI and digital public services.
The entries underwent a rigorous two-stage review process—an initial evaluation by internal and external committee members followed by a second assessment by experts and a resident participation group—resulting in the selection of 20 outstanding institutions.
The Corporation’s winning entry was titled "Re-born: Discarded Water, Heat, and Waste! An Integrated ESG Resource Circulation Model Delivering Tangible Benefits to Residents." This initiative linked three types of waste—discharged groundwater, boiler waste heat, and food waste—under the common goal of "resource circulation," transforming materials that were previously discarded during public facility operations into valuable resources.
The Corporation implemented these projects by leveraging government support programs and pilot projects for innovative products, thereby minimizing the financial burden. As a result, it achieved a reduction of 48.3 tons of CO₂ (greenhouse gas emissions) annually and saved approximately 76 million won in the budget. Notably, the Baegun Community Center identified a source of discharged groundwater—previously discarded at an average rate of 3.6 tons per day—and, following technical consultation with the Korea Environment Corporation, repurposed it as a substitute for the facility's municipal water supply. This initiative resulted in budget savings of 5.826 million KRW and is projected to reduce carbon emissions by 1.20 tCO₂ annually.
Additionally, the Uiwang National Sports Center secured a state subsidy of 33.2 million KRW through a public contest for the "Public Sector Greenhouse Gas Reduction Facility Support Project." It installed an "Eco-Steam Pump" system that recovers waste heat and steam from boilers and repurposes them as energy. This measure reduced city gas consumption by approximately 9.5–10% and achieved an annual greenhouse gas reduction of 47.1 tCO₂-eq.
Furthermore, the Barasan Natural Recreation Forest piloted a large-capacity food waste processor—equipped with AI/IoT multi-chamber technology and an air-cooled condensing unit—through a Public Procurement Service contest. This system effectively prevented odors and leachate while demonstrating the potential to repurpose byproducts as soil conditioners.
