Fines on Large Conglomerates Hit 1.8 Trillion Won in First Eight Months of the Year 5.3 times the annual total from last year; 4.8 trillion won accumulated over six years; 95.7% related to Fair Trade Act violations
It has been found that fines imposed on affiliates of large corporate groups subject to disclosure requirements exceeded 1.8 trillion won within just the first eight months of this year.
According to data submitted by the Fair Trade Commission to Representative Min Byung-duk of the National Assembly's National Policy Committee, a total of 100 fines amounting to 1.81948 trillion won were imposed on affiliates of large conglomerates through August of this year. This figure is 5.3 times the total annual fines of 340.17 billion won recorded last year.
The average fine per case also surged more than tenfold, rising from approximately 1.75 billion won to about 18.19 billion won during the same period. While the number of cases dropped from 194 last year to 100 this year, the total amount increased significantly due to heavy fines levied on large-scale cases.
The cumulative total of fines imposed over the six-year period from 2021 through August of this year stands at 4.80466 trillion won across 776 cases. Of this total, fines resulting from violations of the Fair Trade Act accounted for 4.59689 trillion won, or 95.7%. Notably, this year alone, fines related to Fair Trade Act violations amounted to 1.80289 trillion won, representing 99.1% of all fines imposed. Since 2017, Samyang Corporation has incurred the highest cumulative amount of administrative fines (435.378 billion won), followed by CJ CheilJedang (374.028 billion won), Hyundai Steel (242.427 billion won), Sajo CPK (200.132 billion won), Sajo Dong-A One (183.097 billion won), and Coupang (168.876 billion won).
Companies subject to repeated fines were also identified. Hyundai Steel received fines four times between 2017 and 2022, while Dongkuk Steel was fined three times between 2018 and 2022. Coupang also received fines on four occasions for various legal violations between 2018 and 2026.
Representative Min Byung-duk pointed out that "an increase in the total amount of fines alone does not signify the restoration of fair market order," emphasizing the need to examine whether companies with repeated violations are reoffending and to assess the deterrent effect of existing sanctions.
