Safety Managers Absent at 8 Out of 10 Highway Maintenance Sites with Workplace Accidents Out of 158 sites with approved workplace accidents between 2021 and 2025, 126 lacked safety managers; all four fatal accidents occurred at sites without them.
It has been revealed that approximately eight out of ten highway maintenance sites commissioned by the Korea Expressway Corporation where workplace accidents occurred did not have a designated safety manager.
An analysis of data from the Korea Expressway Corporation by Representative Kang Deuk-gu of the National Assembly's Land, Infrastructure and Transport Committee showed that among 158 maintenance sites with approved workplace accidents between 2021 and 2025, 126 sites (79.7%) lacked a safety manager. Of the 167 accidents recorded, 129 (77.2%) occurred at sites without a safety manager.
Notably, all four fatal accidents occurred at sites where no safety manager was present. There were also six sites where workplace accidents occurred repeatedly, totaling 18 incidents.
Looking at the total 6,863 maintenance projects undertaken from 2021 through August 2026, a safety manager was appointed in only 263 cases (3.8%), while 6,561 cases (95.6%) had no appointment. As 98.7% of all projects were valued at less than 5 billion won, it was found that under the current system, there is no legal obligation to appoint a safety manager for projects below this cost threshold.
Representative Kang stated that since accidents occur regardless of project cost, safety management measures must be strengthened based on actual risk factors—such as work adjacent to traffic lanes, night work, and the use of heavy machinery—rather than just the project budget.
